TASK B: OUTREACH <br /> The Citywide Transportation Plan presents an exciting opportunity to engage residents, <br /> workers and business owners — people who walk, bike, take transit and drive in the City <br /> — and to understand how their experience could not only be improved but how the City <br /> could be transformed with a great transportation system. <br /> A multifaceted outreach approach is most effective at engaging the broadest cross- <br /> section of the community. The approach to ensuring an authentic, inclusive outreach <br /> process includes the following : <br /> Task BA : Outreach Plan <br /> In this first task Consultant will write a draft Outreach Plan which will document the <br /> outreach events calendar and logistics, list key stakeholders and audiences, assign <br /> roles and responsibilities, and identify communications channels and venues to <br /> advertise the events (including social media). The Outreach Plan will focus on <br /> inclusiveness: opportunities to reach all of the neighborhoods and a diverse range of <br /> stakeholders. It will also define the composition and membership of any technical or <br /> policy advisory groups, which may include elected officials, agency staff and community <br /> members (such as residents/neighborhood associations, employers, youth , disabled <br /> community representatives, and/or school representatives from Redwood City School <br /> District, Sequoia Union High School District and Canada College). The Outreach Plan <br /> will also finalize the expected budget for outreach activities including opportunities to <br /> consider optional task items if budget is available. Consultant will identify any special <br /> considerations for each event such as translation needs, food , and/or childcare. <br /> Consultant will update the draft Outreach Plan based on one round of City comments to <br /> produce a final version . <br /> There will be three major waves of outreach : <br /> O Existing conditions listening and learning (to get input on needs and <br /> opportunities), paired with enthusiasm building and outreach list development (to <br /> enable ongoing communication as the Plan evolves and events occur). This <br /> wave will include social media , web and text communication as well as "pop up" <br /> events. <br /> ® Project analysis and development (to collaborate with stakeholders to refine <br /> projects identified in the first outreach effort, on project design and feasibility). <br /> This wave will include social media, web and text communication as well as <br /> walking audits, focus groups, and living previews. <br /> O Plan review and implementation (to get input on investment and implementation <br /> strategies).
