Deliverable: Technical working paper of relevant city policies
Task C.2: Multimodal Transportation Networks
Consultant will use existing data presented in the City's General Plan , the Countywide
Bikeway Network, the on-going Downtown Transit Center and Broadway
Streetcar/Urban Circulator Study, and other City documents to summarize the City's
existing multimodal network. Consultant will develop maps for each travel mode,
including walking, bicycling , transit (including any operating ferry routes), and
automobiles. Consultant will also collect data on existing employee shuttle usage within
the City, to the extent that it exists.
Deliverable: Maps of existing multimodal networks
Task C.3: Automobile Traffic Volumes and Deficiencies
Vehicle travel conditions will be initially assessed based on information presented in
previous studies. Travel conditions will include a summary map of existing volumes, as
well as intersections and corridors with high levels of traffic congestion and/or delay.
This will inform locations where additional data should be collected as part of
subsequent tasks, including looking at congested corridors and residential
neighborhoods concerned with cut-through traffic. The City will provide traffic volume
data from past studies that will be summarized for this task. Consultant will document
prevalent travel patterns, including those related to local conditions, which may be
within the City's ability to manage, and broader regional conditions.
Deliverable: Map of existing traffic volumes and patterns
Task C.4: Audit Representative, Recent Development Projects
Travel characteristics of existing developments within the downtown and other core
employment areas, will be surveyed to understand how employees and residents travel .
Consultant will conduct peak period trip generation surveys of 3-4 representative
projects to understand local person trip generation rates by mode for recently
constructed projects. Where possible, mode usage will estimate private transit and ride-
hailing services (i.e. Uber/Lyft) in addition to walking , biking and public transit usage.
Surveyed sites may include residential , commercial, or mixed-use developments.
Deliverable: Summary data of existing project travel characteristics
Task C.5: Collision Trends and Locations
Consultant will use collision data from the Statewide Integrated Traffic Records System
(SWITRS) and GIS to map key collisions areas. Collisions over the most recently-
available 5-year period will be classified and analyzed by mode of travel to inform trends
in vehicle, bicycle, and pedestrian safety. The analysis will identify high collision
corridors and intersections by mode as well as assessing trends in primary collision
factors to identify safety countermeasures.
ATTY/AGR/2016.308/FEHR & PEERS CITYWIDE TRANSPORTATION PLAN
REV: 11-03-16 VR
