<br />Marshall Street site, was chosen: location, cost effectiveness, multiple <br />access, and security. Senior Planner Passanisi also described the <br />disruption to the parking spaces adjacent to First Interstate Bank Building <br />and the necessary encroachment on a small portion of private property, and <br />the six-month construction target. <br /> <br />------------------------------------------------------------------------------- <br /> <br />M/S: Greenalch/Claire to extend the Meeting to 11:30 p.m. <br />Carried by unanimous voice vote. <br /> <br />------------------------------------------------------------------------------- <br /> <br />Mayor La Berge declared the Public Hearing Open at 11:03 p.m., and asked <br />anyone who wished to speak to please do so. <br /> <br />The following people addressed the Council: <br /> <br />Russ Young, Lease Manager and Attorney representing First Interstate Bank <br />Building, described their position as neutral; discussed their long term <br />lease and extensions to the year 2022 and exclusive parking rights; <br />described their 27 current parking lot stalls as used to the maximum; they <br />need sufficient parking, exclusive, free and enforced; they need 27 <br />temporary parking stalls during construction; free permanent parking stalls <br />with exclusive right to those spaces; currently the parking is free and free <br />parking has to be guaranteed for the life of the lease; the City should pay <br />for enforcement of free bank parking; big problem is enforceability; <br />accepted idea that some of the 27 parking spaces could be in the permanent <br />structure if that area is walled off; no interruption of the drive-in <br />service at any time; elimination of the $1,500 fee for rights to access <br />alleyway to access Broadway that Bank now pays to the City; elimination of <br />City use of one of the subject parking spaces; and length of construction <br />needs to be defined. <br /> <br />Council discussed enforcement and Mr. Young agreed that First Interstate <br />would continue to enforce parking as it does now, but did not want to take <br />on enforcement on Jefferson Street. <br /> <br />Senior Planner Passanisi described plans to provide parking during <br />construction and assured no interruption of drive-in service. <br /> <br />Bob Bryant, 2227 Broadway, spoke against building a Downtown parking lot on <br />Marshall, as too expensive and too congested; and spoke in favor of <br />Alternative 4 on Middlefield across from the new Sequoia Station as being <br />a more popular decision. <br /> <br />Council discussed Alternative 4 and the need to negotiate for the property <br />now occupied by the Gypsy Cellar and the Wilson's property if Alternative 4 <br />was chosen for the new parking structure; and for Alternative 3 the need to <br />negotiate for the 12-space parking lot next to Interstate Bank Building. <br /> <br />Geri Mayers, 2303 Broadway, also spoke in favor of Alternative 4 which <br />is owned by the City and would connect Sequoia Station to the Downtown. <br /> <br />MINUTE BOOK NO. 50 <br />Page No. 400 <br /> <br />Regular Meeting Minutes <br />November 4, 1991 <br />Page 8 <br /> <br />-,--------- - '- - - -- - -- ---,-- ----- - -- -------- <br /> <br />- - -- - - - --, -- - -- --- -- -- --- <br />
