BOARD, COMMISSION AND COMMITTEE REPORTS <br />REPORTS: Memorandum from Councilman Murray to the Mayor and City Council, <br /> City/County Association of Governments, dated January 20, 1992 <br /> Memorandum from Michael Garvey, City Manager of San Carlos and <br /> C/CAG Assistant Treasurer, dated December 26, 1991 <br /> Progress Report to C/CAG members from Regional Governance and Growth <br /> Management Committee, dated January 9, 1992 <br /> Letter from Senator Becky Morgan to Richard Kerwin, Mayor of I <br /> Brisbane, regarding her bill SB 797, dated January 2, 1992 <br /> Status Report on county-wide NPDES Activities from Robert Sans, <br /> County Director of Public Works to County Manager Maltbie, <br /> dated January 9, 1992 <br /> Regional Governance paper comparing Bay Vision 2020, ABAG differences <br /> and SB 797 differences <br />Councilman Murray, Redwood City member of the City/County Association of <br />Governments, reported on the issues before C/CAG. <br /> 1) C/CAG Budget for 1992 <br />2) Congestion Management Plan <br />3) Regional Government Issues <br />4) County-wide NPDES Activities - monitoring rainwater <br />Council discussed: the important role of private business in congestion <br />management plans and regional governance issues; the goal of congestion <br />management plans is to reduce congestion; air quality issues; the coordination <br />of multiple organizations and ideas such as CMP and TSM with the suggestion <br />that representatives address the Council in the near future; Bay Vision 2020 <br /> and ABAG; concerns regarding conceptual approval and actually approving facts <br /> about the concept; the interim Regional Commission and its composition; Senator <br />Morgan's Senate Bill 797 which in draft form states "the interim Regional <br />Commission is directed to encourage compact development and discourage urban <br /> sprawl, through such measures as urban growth boundaries set by local and <br /> sub-regional agencies that would protect valuable natural resources and at the <br /> same time designate areas where development would be encouraged." <br /> In response to questions from Councilman Murray, City Manager Everett advised <br /> staff would prepare a report addressing the issues of compliance with <br /> federal law requiring rainwater discharge monitoring and control (NPDES), and <br />the costs of joining in a county-wide plan or having the City prepare its <br />own. <br />City Attorney Schricker, in response to questions, advised that although it is <br />permissible for entities to pool resources to research and construct plans <br />regarding NPDES, individual agencies will be held responsible and permits will <br /> be issued separately. <br /> Regular Meeting Minutes <br />MINUTE BOOK NO. 50 January 27, 1992 <br />Page No. 446 Page 3 <br />----- - ----~ - ---- - - ----,.- ._ u -- ---------- --..- _._. --- -- ---- -..--.----------.. ----._-- --- <br />
