21 <br />Councilman Petersen moved to approve Minutes of Regular Monthly Study Meeting of June <br />13th, Minutes of Executive Session of June 13th (10:45 p.m.) Minutes of Adjourned <br />Regular Meeting of June 16th (11:00 A. M., Veterans Memorial Building) and Minutes <br />of Adjourned REgular Meeting of June 17th (7:00 A. M., City Manager's Office) as <br />mailed, seconded by Councilman Keckley and carried. <br />Mayor Herkner introduced two Foreign Exchange Students, Lois Faiga, from Durban, <br />Republic of South Africa, and Peter Geneuss, of New Ulm, Bavaria, both having completed <br />their school terms and returning to their native lands. Mayor Herkner on behalf <br />of the Council presented both with letters addressed to their respective Mayors <br />and Council of their home cities expressing hope other students would be sent <br />under this program to continue benefits to be derived. <br />Certificate of appointment was presented to Richard N. Schellen as City's Official <br />Historian, a position which had been recommended by Council in view of City's <br />Centennial program proposed for 1967. <br />Mr. Lous Spadia, Manager of S.F. 49ers', proposed another scrimmage game by 49ers on <br />July 30, proceeds to be donated to the youth recreation program. He related <br />funds in sum of $7,000 had been turned over to City for this purpose from last <br />two yearly games. <br />Councilman Rosselli moved to accept Mr. Spadia's proposal for a scrimmage game <br />on July 30th as proposed, seconded by Councilman Granger and carried. MINUTE <br />ORDER #66-138) <br />Mayor Herkner presented Mr. Spadia with Certificate of Appreciation from Board of <br />Trustees of National Recreation and Park Association for his outstanding con- <br />tribution to recreation and park movements. Mr. Spadia acknowledged his grateful- <br />ness on behalf of 49ers for the honor and expressed his trust they are contributing <br />to welfare of community. In this respect, he stated he hoped to have a national <br />magazine publicize on how both young and senior citizens are sharing quarters in <br />the new 49er Building. <br />Continued PUBLIC HEARING, Appeal of Ad Art from denial by the Building Department for <br />Sign Permit for Gemco, 2485 El. Camino Real, declared open. It was noted this <br />public hearing was continued from meeting of June 6th so that Council Sign <br />Committee could study the matter further. Council Sign Committee recommends denial <br />of the appeal since there is no variance provision in the existing Sign Ordinance. <br />Mr. Lyn Elwood, representing Lucky Stores, stated their <br />proposed Gemco Store is large in size, and needs to attract <br />some 1,000 customers a day to insure its success; unique <br />situation in this instance of having to place building at <br />extreme rear of lot and need for a large sign so as not <br />to be obscured by adjacent businesses. Mr. Elwood stated <br />their effort to comply with City requirements and since <br />failing, urged Council consider amendments which would <br />permit their proposed sign. <br />Councilman Keckley, Chairman of Sign Committee, stated Committee had reported to <br />Council on fact Sign Ordinance provided no variances and that Sign Committee had <br />recommended that Staff be directed to prepare an amendment which would cover not <br />only Gemco but all other buildings with similar setbacks as felt similar situations <br />would arise in the future. <br />
