The following appeared to urge Council con- <br />sider a definite appropriation in the Budget for construction of pedestrian overpass <br />at Middlefield Woodside intersection. <br />Mrs. Joan Thyfault, 128 Manzanita Street (Also requested <br />return of petition alleged to have been filed with former <br />City Manager) <br />Mrs. Virginia Daugherty, 519 Spruce Street <br />Mr. Ben Leese, Principal of Hoover School. <br />Mayor Herkner stated certain reserve accounts in Budget, and particularly in gas <br />tax and sales tax accounts, can be used at discretion of Council for specific — <br />items for such purposed as overpass at Middlefield -Woodside Expressway. City <br />Manager advised of contacts with State regarding policy on construction of pedes- <br />trian overpasses and information received that State would not participate in costs <br />if less than a State Freeway, but of there being no objections if City wished to <br />construct same, using gas tax funds. He, however, reiterated State's experience <br />of lack of use when overpasses had been placed over other streets of less than <br />a freeway type, and the probable need for crossing guards in any event. <br />Councilman Henderson questioned estimated cost and if type of construction other <br />than stairs could be considered, suggesting a possible ramp like structure. City <br />Manager advised one overpass at this intersection not considered answer to full <br />problem, but foresaw three such overpasses to circle the intersection. <br />Dr. Young, of Redwood City Civic Association, remarked <br />on enlargement of recreational facilities at Hoover <br />School and questioned whether Council had considered <br />crossing guards for the summer. <br />Councilman Henderson moved that Council consider inclusion in this coming year's <br />budget from Capital Improvement Funds a specific appropriation of approximately <br />$200,000 to build the Woodside -Middlefield pedestrian overcrossing, as she felt <br />this should be given immediate attention. Councilman Granger indicated agreement <br />for need but felt methods of financing should be studied. Councilman Keckley <br />seconded motion, but questioned amount of funds proposed should three overpasses <br />be needed, and felt more study should be given as to how construction should be <br />made. General discussion on need of solution to problem but indication more study <br />be made and exploration of methods, with doubt expressed as to appropriating specific <br />sum at this point, as funds could always be appropriated at any time during the <br />year. City Engineer advised on some reserves unappropriated in Gas Tax Funds. —' <br />Police Chief commented on seriousness of situation but indicated he was not in full <br />accord with a pedestrian overpass and suggested raising of this intersection to <br />vehicle overpass considered, and that other problem areas be also studied. <br />After further discussion on motion it was re -stated for clarification as to appro- <br />priation of $200,000 from Gas Tax Funds for construction of pedestrian over -crossings, <br />motion losing on roll call vote, Councilmen Henderson and Keckley voting yes, <br />Councilmen Bury, Granger, Petersen, Rosselli and Mayor Herkner voting no. <br />
