215 <br />Councilman Bury moved that Staff be instructed to make an immediate and thorough <br />investigation for a solution to this problem and report to Council on recommendations <br />as to proposal for construction and financing, seconded by Councilman Petersen. On <br />question, Councilman Granger suggested amending motion to indicate the specific area <br />of the study. Councilman Henderson asked if motion could be tied to her request <br />-- that a report be made on this matter at Study Meeting of July 11th and decision <br />made by Council. Councilman Bury indicated he would prefer a sooner date, but <br />agreed to July 11th. Motion carried unanimously on roll call vote. (MINUTE ORDER <br />¢#66-141) <br />Police Chief reported request also made from schools for continued use of crossing <br />guards for summer program, but stated he would like to study this matter further <br />to see how many corssing guards would be needed, and if it was found to be necessary, <br />he would proceed to place guards. <br />Dr. Paul Young, of Redwood City Civic Association, read <br />a lengthy letter detailing suggestions their Association <br />wished to make concerning the Budget prior to its adop- <br />tion (communication acknowledged and ordered filed) <br />Councilman Granger questioned status of park survey being made by Mr. Winans and <br />was advised of its progress with meetings of Citizens' Committees and proposed final <br />submission to be made to the Council. <br />Mayor Herkner asked that City Manager answer questions asked concerning the Dis- <br />trict Assessor in the Budget for Redwood Shores. City Manager asked that Mr. Reiter <br />be allowed to answer this question. <br />Mr. Reiter stated it was his understanding a budget was <br />not considered a general ledger or cost accounting, but <br />considered a statement of tools that might be available <br />to a General Improvement District to proceed with its <br />functions, and based on this assumption, Council not <br />approving or directing the employment of a District <br />Assessor, but inclusion in the Budget provides the <br />implementation should Council decide to accept recommen- <br />dation.- <br />Mr. N. M. McKenzie, 3470 Michael Drive, asked if funds <br />had been budgeted for acquisition of Friendly Acres <br />Water System. <br />Councilman Henderson questioned aspects of GID 1-64 Budget included in the General <br />Budget and was advised by City Manager of the revisions made and recap which had been <br />submitted with a more definite breakdown of revenue. He also stated Ordinance No. <br />1128 covering General Improvement Districts required this District be included in <br />the General Budget, as well as the storm drainage, sewer, and water improvement <br />districts, Nos. 1, 2, 3-65. Councilman Henderson questioned change in amount of <br />bonds proposed for sale in Series B of GID 1-64, and was advised by Mr. Reiter of <br />the accounting procedure change and determination to sell more bonds than had been <br />anticipated originally. In answer to questions, City Attorney pointed out that an <br />amendment to Ordinance No. 1128 would still be necessary in the matter of approving <br />a District Assessor. Councilman Petersen moved to close the public hearing, seconded <br />by Councilman Rosselli. <br />
