Councilman Henderson reported on questions by residents who had been promised their <br />creek area would not be gunited. Councilman Petersen stated this group had appeared <br />before Council and had been advised by Mr. Adamson it would not be necessary to <br />gunite in some areas, and that it would also be before Council again for discussion. <br />City Manager advised the upper regions of creek above Alameda are not yet in the <br />detailed planning stage. City Attorney further advised survey and title acquisi- <br />tion for next year didn't include any areas beyond Valota Road. <br />Progress Report, General Plan. Planning Director showed illustration of first map of <br />Redwood City made in 1854 attesting to first planning and reviewed briefly further <br />historical background to present planning processes and goal for a General Plan <br />document. He reported of 18 cities in San Mateo County, 7 have not yet adopted <br />a General Plan. <br />He referred to outline presented to Council previously, detailing the content <br />considered necessary for a General Plan and reviewed its basic outline (For full <br />text see Clerk's File - Planning Commission) <br />Planning Director reviewed those items which are already completed, or almost to <br />that point, such as drainage and sewage disposal plans through recent bond issue, <br />parks and recreation survey being now considered by Mr. Winans, civic and cul- <br />tural center under study by EBS Consultants. From charts he discussed relationship of <br />Planning Commission and Council, and divisions of Planning Department, Zoning <br />Administration, current projects, and comprehensive advance planning. In reviewing <br />contents of General Plan, he estimated six months would be required for collection <br />and analysis of acts relating to each classification shown in his outline. Diagnosis <br />and Goals formation were considered most important period of work, having close <br />contact with all segments of public to derive information as to their aspirations <br />of their City; Generalized Plans taking some six months to complete, consisting <br />of Redwood Shores, Downtown Plan, etc., much of which work already done in pre- <br />liminary stages. He stated General Plan in concepts presented, would take two to <br />three years to complete. <br />Councilman Keckley questioned whether this time schedule allowed time for any <br />additional work which might be required of Planning Department and without addi- <br />tional manpower. Planning Director stated as of now, he does envision Planning <br />Department being able to handle the program, but should Redwood Shores accelerate <br />within this time, it might be possible Department would need enlarging. Councilman <br />Bury questioned status of Downtown Plan and its progress. Planning Director stated <br />Downtown Plan scheduled for adoption this year. It is to be considered a guideline <br />for development, but that it would be updated to indicate changes which have taken <br />place to date. Mayor Herkner urged action on the Downtown Plan, and suggested <br />that it might be possible to appoint a Staff member to act as "expediter" to get <br />action started on this program. Councilman Granger suggested Downtown Plan be a <br />subject for discussion by Chamber of Commerce at a Friday morning Breakfast meeting <br />(Memo 6/14/66) Planning Director was complimented on quality of his report. <br />
