We <br />Councilman Henderson stated she had requested a report on Friendly Acres Water System <br />acquisition to be made a regular item of Study Meeting and asked if a report could <br />be made at this time inasmuch as there might be some present from the area. (Mayor <br />Herkner stated he would appreciate Council members who request an item on the <br />Council Agenda, to contact him prior to Agenda preparation). <br />City Attorney advised last report made to Council advised on water flow tests and <br />other physical examinations made in system, all part of package toward some type <br />of acquisition proceedings, and that he had requested Council meeting in Executive <br />Session at close of regular meeting to discuss litigation on this subject. <br />Council Sign Committee recommendations. <br />Councilman Keckley, Chairman of Council Sign Committee, reported on several meetings <br />held by Committee, first one to consider proposed Gemco signs for which permit had <br />been denied by Staff because of height limitation of Sign Ordinance being 35' and their <br />proposed sign being for 601. Other general discussions held on need for amendments <br />to the Sign Ordinance. Mr. Keckley stated in connection with proposed Gemco Signs, <br />it was not possible to do other than recommend denial as present Sign Ordinance con- <br />tained no provisions for granting variances. <br />In this connection, illustration of proposed Gemco signs shown and described, which <br />because of the design of large building and extraordinary setback, indicated merit <br />of such signs for their aesthetic value and importance to the Company. In this <br />respect, Councilman Keckley indicated Sign Ordinance should be amended to make <br />realistic allowance for other similar instances of large buildings on large frontage <br />with more than ordinary setbacks. He stated City Manager had been asked to make <br />22 <br />recommendations also as to amendments for the sign Ordinance, and so far/revisions <br />had been suggested. <br />Discussion held on whether whole of Sign Ordinance should be reviewed and amendments <br />all processed at once, or whether some were of an emergency nature and should be <br />considered as soon as possible. City Manager stated it was intended that Council <br />Committee and Staff would review amendments proposed and then invite representatives <br />of industry and appropriate committees of Chamber of Commerce to review proposals <br />before submission to Council for action. <br />Progress Report, Woodside Road -Middlefield Road Overpass. City Manager reported on <br />contact made by Staff with State Division of Highway officials regarding feasibility <br />of the construction of a pedestrian overpass at Woodside Road and Middlefield Road <br />intersection and their agreement to reopen the discussion on this matter even though <br />their opinion as to the necessity for the structure remains unchanged. The State <br />has stated continually that their experience indicates that pedestrians will not use <br />these overpasses when they are constructed, and that it is difficult to justify the <br />expenditure of funds for this very reason. <br />He further stated estimate of cost for overpass is from $100,000 to $120,000 as <br />Woodside Expressway is a truck route and overpass would require sufficient clearance <br />to permit passage of large trucks.
