$42 <br />Councilman Henderson moved to affirm the action of the Planning Commission and <br />deny the variance, seconded by Councilman Petersen and carried unanimously on <br />roll call vote. (MINUTE ORDER #66-164) <br />Councilman Bury commented on problems of substandard lots in fact that development <br />frozen but not taxes for same. Councilman Rosselli asked that Staff make a list <br />of substandard lots in order to see if it might not be possible to get some type <br />of action for all of them, and also questioned lots still remaining in IS zoning. <br />City Attorney reviewed procedures which had been applied to substandard lots <br />before final enactment of present zoning ordinance. <br />Councilman Granger moved that study of substandard lots be referred to Planning <br />Staff for report, seconded by Councilman Rosselli. On question, Councilman Petersen <br />stated he felt further study on substandard lots wasted effort of Staff time <br />without any possibility of ordinance to cover all because of individuality of each <br />case. Motion carried on roll call vote, Councilman Petersen voting no. <br />(MINUTE ORDER #66-168) <br />REPORT OF BID OPENING, 3 strong motion Seismic Recorders. The following bid was <br />received: <br />Teledyne Industries <br />Earth Science Division <br />$12,339.00 <br />Staff recommended bid be accepted. City Manager reported DMJM's estimated cost <br />for these seismic recorders had been $13,500, and recommended bid be accepted. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5092 AWARDING CONTRACT FOR <br />FURNISHING THREE STRONG MOTION SEISMIC RECORDERS, seconded by Councilman Keckley <br />and carried on roll call vote. <br />REPORT OF BID OPENING, Hoover School Swim Pool and Bathhouse. The following bids <br />were received: <br />Max D. Schenk $185,400.00 <br />Western U. S. Construction Co. 204,777.00 <br />Red Feather Construction, Inc. 231,018.00 <br />Architect's Estimate $140,299.00 <br />City Manager stated the apparent low bid of $185,400 is $30,400 over the amount <br />budgeted in the 1966-67 budget. It was his recommendation to reject all bids <br />received and readvertise for new bids as soon as possible. It is also suggested <br />that the specifications be modified to permit the construction of the project <br />during the winter months for completion prior to opening of next swimming season. <br />City Manager felt this revision may result in more favorable bids because the <br />successful bidder will be accomplishing the work during his slack season. <br />Councilman Henderson moved to adopt RESOLUTION NO. 5093 REJECTING BIDS RECEIVED <br />FOR CONSTRUCTION OF HOOVER SCHOOL SWIMMING POOLS, BATH HOUSE AND SITE IMPROVEMENTS; <br />DIRECTING THE CITY CLERK TO RETURN ALL SECURITY.DEPOSITS TO BIDDERS IN CONNECTION <br />THEREWITH; AND AUTHORIZING AND DIRECTING THE CITY CLERK TO READVERTISE FOR BIDS <br />THEREFOR, seconded by Councilman Petersen and carried on roll call vote. <br />Cecil Hall, 1184 -18th Ave., appeared to request Council to <br />reject bids on swimming pool completely and to urge a recrea- <br />tion building at Taft School with money allotted in budget. <br />Paul Traver appeared to protest rejection of swimming pool bids. <br />
