244 <br />Councilman Keckley moved to adopt ORDINANCE NO. 1253 AMENDING SECTION 32.20 OF THE <br />CODE OF THE CITY OF REDWOOD CITY TO PERMIT CERTAIN FUNCTIONS TRANSFERRED TO <br />COUNTY OFFICERS TO BE TRANSFERRED TO A DISTRICT OR IMPROVEMENT DISTRICT ASSESSOR <br />BY ORDINANCE, seconded by Councilman Bury and carried on roll call vote, Councilman <br />Henderson voting no. <br />Councilman Rosselli moved to adopt ORDINANCE NO, 1254 AMENDING SECTION 3.62 OF THE CODE <br />OF THE CITY OF REDWOOD CITY RELATING TO THE MEASUREMENT OF SIGN AREAS,seconded by <br />Councilman Henderson and carried on roll call vote. <br />Councilman Keckley moved to adopt ORDINANCE NO. 1255 ADDING ARTICLE VIII (COMMENCING <br />WITH SECTION 2.85) TO CHAPTER 2 OF THE CODE OF THE CITY OF REDWOOD CITY RELATING <br />TO INITIATIVE, REFERENDUM AND RECALL, seconded by Councilman Petersen and carried <br />on roll call vote. <br />Councilman Petersen moved to adopt ORDINANCE NO. 1256 APPROVING THE ANNEXATION TO <br />THE CITY OF REDWOOD CITY OF CERTAIN INHABITED TERRITORY DESIGNATED AS "VISTA <br />DRIVE ANNEXATION", seconded by Councilman Bury and carried on roll call vote. <br />Councilman Henderson moved to adopt RESOLUTION NO. 5095 APPROVING AND AUTHORIZING <br />EXECUTION OF AGREEMENT WITH KELLER AND DASEKING FOR PREPARATION OF CONSTRUCTION <br />PLANS AND SPECIFICATIONS, BASED UPON PRELIMINARY SITE DEVELOPMENT PLANS AUTHORIZED <br />BY RESOLUTION N0. 4931, AND FOR OTHER ARCHITECUTRAL SERVICES, IN CONNECTION WITH <br />EXPANSION OF THE SCHABERG BRANCH LIBRARY. <br />Councilman Rosselli suggested possibility of another library site at the corner of <br />Alameda and Vera on City property and a trade being affected with present building <br />with the School District. <br />City Librarian stated he had discussed with architects the cost of constructing <br />a new building and also discussed problem of disposing of present building. He <br />stated he had requested this matter be discussed before School Board and also <br />the possibility of acquiring more land at the present site. <br />Mrs. Elise Johnson, representing the School Board, stated Board <br />had declared it impossible to give up any more area at the <br />Roosevelt School as they cannot afford to lose it because of <br />the number of children in the school. <br />City Librarian recommended present building be expanded on the present site. <br />City Manager stated original Staff recommendation did not include expansion of <br />this branch library at this time but money had been approved by the Council and <br />included in the present budget, and would, therefore recommend proceeding. <br />Motion seconded by Councilman Keckley and carried on roll call vote. <br />Request for authority to refund Weed Abatement charges collected in error <br />following refunds are recommended for refund: <br />James A. & Nettie M.
