'71 <br />Councilman Petersen moved to adopt RESOLUTION NO. 5122 OF INTENTION OF THE COUNCIL <br />OF THE CITY OF REDWOOD CITY TO VACATE AND ABANDON PARTS OF A CERTAIN PUBLIC UTILITY <br />EASEMENT IN THE VICINITY OF FARM HILL NO. 2 SUBDIVISION, seconded by Councilman Bury <br />and carried on roll call vote, Councilman Rosselli being noted absent. (sets public <br />hearing for September 19th, 1966.) <br />REPORT OF BID OPENING, Automobile (Director of Public Works). The following is the only <br />bid received: <br />E -Z Davies $2,167.88 <br />Due to yearly change over to 1967 models, only one dealer was able to bid. Staff <br />recommended bid be accepted as price bid appears to be in line with past bids. <br />Councilman Bury moved to adopt RESOLUTION NO. 5123 AWARDING CONTRACT FOR FURNISHING <br />OF ONE NEW AUTOMOBILE, seconded by Councilman Henderson and carried, Councilman <br />Rosselli being noted absent. <br />Councilman Granger moved to adopt RESOLUTION NO. 5124 APPROVING REVISED SPECIFICATIONS <br />FOR ESTABLISHED POSITIONS. Staff reported these are not new position, but rewritten <br />job specifications with a title change that more nearly describes the work being <br />done by Fire Captain, Data Processing Operator, and Cashier Clerks. Councilman <br />Henderson advised both she and Councilman Granger had been present at the Personnel <br />Board meeting as Council representatives, and she also concurred in the recommendation <br />Motion seconded by Councilman Keckley and carri ed on roll call vote, Councilman <br />Rosselli being noted absent. <br />_ Cigarette Tax Ordinance. Councilman Keckley, as Chairman of "ad hoc" Committee appointed <br />by Mayor, reported on meetings which had been held with Chamber of Commerce Committee <br />and other members of community, but stated at this time Committee did not wish to <br />make recommendation for or against the proposed ordinance, since Councilman Rosselli, <br />a member of the Committee, was absent from their last meeting. He also felt full <br />Council should be present for consideration of ordinance at a later date, but felt <br />matter should be discussed at this time as public had been alerted by press of subject <br />being discussed at this meeting. Councilman Granger moved that action on this item <br />be deferred until Committee makes a full report, seconded by Councilman Bury, if no <br />action to be taken by Council on ordinance. Motion carried on roll call vote, Coun- <br />cilman Petersen voting no, Councilman Rosselli being noted absent. <br />Mayor Herkner announced action would be deferred on this item for one week but Council <br />welcomed discussion. (MINUTE ORDER #66-184) <br />Mr. Moritz, owner of Community Store on Oak Knoll Dr., <br />and member of Bay Area Grocers Association, commented <br />on increases in costs of private industry and urged <br />more study be given to need of this additional revenue. <br />Dr. Paul Young expressed his views favoring tax. <br />John B. Kelly, Executive Director of Calif. Association <br />of Tobacco Distributors, commented at length on this <br />issue and also mentioned evidence that State intended <br />to take action because of fact only Charter cities were <br />allowed to impose such tax and therefore a uniform tax <br />with rebate back to cities seemed logical. He felt <br />City should defer action at least until State had taken <br />a definite stand on this issue. <br />
