273 I <br />Minutes of Regular Weekly Study Meeting <br />Redwood City Council <br />August 22, 1966 7:30 p.m. <br />Meeting called to order at 7:30 p.m. by Mayor Herkner. <br />Mayor Herkner discussed action on appointment of Planning Commissioner in view of full <br />Council not being present (Councilman Rosselli being noted absent). Majority of <br />Council indicated their desire to hold consideration of this appointment until full <br />Council present. <br />— Mayor Herkner announced Human Resources Commission advised that Councilman Rosselli's <br />term had expired, and requested appointment of representative from Redwood City. <br />Since Councilman Rosselli had expressed his willingness to serve another term, <br />Mayor requested Council to consider his reappointment. Action deferred to regular <br />meeting. <br />Councilman Petersen questioned reopening discussion of the Woodside Expressway Overpass <br />as scheduled on the Agenda, in view of fact full Council still not present and any <br />action might result in same tie vote. Councilman Bury expressed his desire for <br />Council to make a decision on this matter as felt an acceptable motion could be <br />made and avoid further delay. Councilman Granger felt only motion necessary was to <br />instruct Staff to proceed, but doubted Staff had sufficient information as to costs. <br />Councilman Henderson favored leaving item on the Agenda and felt this was definitely <br />indicated at last meeting. Councilman Keckley stated he would abide by Mayor's <br />decision as to whether item should be left on the Agenda without a full Council <br />present. After further discussion, Mayor Herkner announced in accordance with action <br />taken last week, item should be left on the Agenda. <br />Councilman Henderson questioned City Attorney as to whether it would be necessary <br />to have a "dollars" amount included in motion by Council to authorize proceeding <br />with this project. City Attorney advised amount of costs not necessary at this point <br />as Council could authorize preparation of plans and specifications either by reso- <br />lution or a motion. <br />Councilman Henderson questioned reason for alternate bids on Maple -Redwood Trunk Sewer, <br />SS -2, City Manager advised this covered costs for both brick manholes vs. precast, <br />difference of some $3,000. Councilman Petersen stated this subject had been discussed <br />with contractors as to reasons City required consideration of the more expensive brick <br />manholes when precast less expensive and easier to install. Council advised City at <br />one time required the brickmanholes but now left item as alternate with precast. <br />Director of Public Works stated in his opinion precast manholes equal to brickmanholes <br />and would recommend acceptance of precast in this instance. <br />Councilman Rosselli entered meeting at 7.55 p.m. <br />Minutes of Regular Meeting <br />Redwood City Council <br />August 22, 1966 8:00 p.m. <br />Pledge of Allegiance led by Councilman Rosselli. <br />Invocation led by Reverend George Harrison, First Baptist Church. <br />ON ROLL CALL the following were noted present: Councilmen Robertr-!H. Bury, Floyd D. <br />Granger, Mary W. Henderson, Paul C. Keckley, Herbert G. Petersen, John S. Rosselli, <br />Mayor Sidney D. Herkner and City Clerk Helen C. Moore. Also noted present were City <br />Manager Howard C. Ullrich, City Attorney Richard E. Gardella, Assistant City Manager <br />Henry V. Burget, Deputy Police Chief Theodore Moudakas, Director of Public Works Louis <br />Scherer, Planning Director Ken Schroeter, Auditor -Accountant Jack Ference, Building <br />Inspector S. H. Kreiss, and Deputy City Clerk Marian McCrindle. <br />
