274 <br />Councilman Keckley moved to approve Minutes of Regular Meeting of August 15, 1966, <br />as mailed, seconded by Councilman Henderson and carried. <br />PUBLIC HEARING, Resolution of Intention to annex Cordilleras Annexation No. 1, declared <br />open and affidavits of publication and mailing were ordered filed. Council was <br />advised since this was a one -owner annexation, Mr. Roy Toschi, any protests filed must <br />be by a property owner within the City, but not within the area proposed. Council <br />also was advised Mr. Toschi had been granted a sewer permit conditioned upon his <br />annexing to the City within two years. There being no communications or oral 'ro- <br />test, Councilman Rosselli moved to close the public hearing seconded by Councilman — <br />Keckley and carried. <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5125 OF THE CITY OF REDWOOD CITY <br />APPROVING THE ANNEXATION TO THE CITY OF REDWOOD CITY OF CERTAIN UNINHABITED <br />TERRITORY DESIGNATED "CORDILLERAS ROAD ANNEXATION NO. 1" AND HEREIN DESCRIBED, AND <br />HEREIN ANNEXING SAID TERRITORY TO THE CITY OF REDWOOD CITY PURSUANT TO THE PROVISIONS <br />OF SECTION 35310.1 OF THE GOVERNMENT CODE, seconded by Councilman Keckley and <br />carried unanimously on roll call vote. <br />PUBLIC HEARING, Appeal of Challstrom Builders, Inc., from denial by Planning Commission <br />of their application to amend Zoning Map by rezoning Jefferson Terrace Subdivision <br />(area bounded on the West by the Hetch Hetchy right-of-way, and on the North by <br />Jefferson Avenue, opposite Utah Way, from R-1, (Single Family Residential) District <br />to R-2 (Residential -Duplex) District, declared open and affidavits of publication <br />and mailing ordered filed. Report of the Planning Commission was read in which <br />action of this matter had been for denial of the application to rezone from R-1 <br />to R-2 after a public hearing. Staff analysis read describing surrounding land <br />uses as having Hetch Hetchy right-of-way at one side, presently used for parking <br />and tennis courts in connection with the adjacent Tennis & Swim Club, a 23 -unit <br />apartment complex along another side, and single family residences across <br />Jefferson Avenue on the remaining side. History of the site was reviewed, it <br />having been unclassified when annexed to City, and subsequent request for con- <br />struction of 15 -unit apartment development which had been conditionally approved <br />by the Commission, but on appeal by adjacent property owners the Council had <br />reversed and denied, with property being zoned R-1 single family residential <br />upon adoption of Ordinance 1130. <br />Staff further advised at this point in their report that it appeared reasonable <br />to consider a transitional use on this site between the single family developments <br />and the more active recreational and apartment developments in the area adjacent. <br />Excerpt from Minutes of Planning Commission meeting at which this property was <br />discussed during public hearing also was read. Letter of protest to change of <br />zoning was read from the following: <br />Marshall A. Blank, 823 Piedmont Way, Redwood City <br />Planning Director advised his report to Commission had been submitted before the <br />public hearing, and that he now concurs in the Planning Commission action. Coun- <br />cilman Petersen questioned whether petition included in appellants' written report <br />submitted to Council members, had been submitted for record for this public hearing. <br />
