Councilman Henderson stated it had been <br />indicated to the public that a separate election would be held for fire facilities, <br />libraries, etc., and therefore recommended item be continued until further detailed <br />information furnished, and named points on which she desired mcae information. <br />Councilman Henderson quoted from Council Minutes of May 5, 1964 (Public hearing on <br />GID 1-64) and July 18, 1966, (previous amendment). <br />After further discussion of intent of the ordinance and procedures for approving <br />issuance of bonds, Councilman Keckley questioned whether continuance would hinder <br />project as he would be interested in having response from Staff as to questions <br />raised. Mayor Herkner asked whether maker and second of motion to introduce <br />ordinance would withdraw the motions. <br />Councilman Rosselli stated he would be unwilling to withdraw his second from <br />motion to introduce, Councilman Petersen declined to withdraw motion. After <br />further discussion Councilman Bury offered substitute motion that this matter <br />be continued for one week in order questions raised could be answered by Staff, <br />seconded by Councilman Keekley and carried on roll call vote, Councilmen Petersen <br />Rosselli and Mayor Herkner voting no. Councilman Keckley <br />requested copy of Minutes from which Councilman Henderson had quoted. <br />Report and recommendation of Council's Personnel Committee presented by Councilman <br />Henderson, Chairman; in which following recommended: <br />Vacation. 10 days per year through 7 years employment. <br />15 days per year will begin accruing at 7 years <br />employment and continue through 15 years employment. After completion of each <br />year above 15 years employment, employee will receive one additional day vacation <br />to a maximum of 20 days, benefit to be effective January 1, 1967. <br />Health Insurance for Retired Employees. The City to continue to pay the premiums <br />to the prime carrier (at present time this would be either California Physicians <br />Service or Kaiser) benefit to include all future retirees and those previously <br />retired and still enrolled on an individual basis in one of City's health plans. <br />Benefit to become effective with adoption of Ordinance. <br />Life Insurance. Present plan of $2000 Life and $10,000 Accidental Death and <br />Dismemberment proposed to provide coverage equal to one time annual salary rounded <br />to next higher $1000 of salary. <br />City to pay entire premium for non-contributing employees (those earning less than <br />$600/month) For contributing employees (those earning more than $600/month) the <br />employee to pay .40¢/$1000 for coverage in excess of $2000. The program to be on <br />an elective basis, with 75% participation required. Coverage to stop with termina- <br />tion of employment. Report further stated this expanded life insurance plan had <br />
