She stated School Board members were pre-
sently attending another meeting but predicted they would be able to be at Council
meeting by 9:30 P. M.
City Manager acknowledged School Board members had been advised these items would
probably appear much later in timing on Council Agenda. Mr. Stuart, Chairman of
College Citizens Committee, indicated his willingness to delay his report
REPORT OF BID OPENING, Marine Harbor Fuel Dock. The following bid was received:
Texaco, Inc. Gasoline Fuel Oil
Premium .2965 inc. tax Seller's schedule
Regular .269 It " less 1Oo disc.
Councilman Bury, Chairman of Marina Committee, advised Committee had reviewed bid
for fuel dock and supported Staff recommendation for acceptance of bid. Committee
now realized fuel dock part of function of Marina. He did recommend that policy be
established by Staff concerning operating hours and endeavor made to control type of
related products sold so as not to place City in position of being in unfair com-
petition with any private marinas in the area. (Memo 9/20/66)
Councilman Bury moved to adopt RESOLUTION NO. 5147 AWARDING CONTRACT FOR CONSTRUCTION
OF MARINE HARBOR FUEL DOCK FACILITY AND FURNISHING OF PETROLEUM PRODUCTS IN CONNECTION
THEREWITH; AUTHORIZING EXECUTION OF CONTRACT FOR SAID WORK; AND DIRECTING RETURN OF
SECURITY DEPOSIT.
Councilman Petersen advised he had been opposed to this facility, but in view of bid
received, he would vote favoring award. Motion seconded by Councilman Rosselli and
carried unanimously on roll call vote.
Councilman Petersen moved to introduce Ordinance amending Section 801 of Ordinance No.
1128, the Redwood City General Improvement District Ordinance, relating to issuance
of bonds for purposes granted to District pursuant to proceedings taken after forma-
tion, seconded by Councilman Rosselli.
On question, City Attorney advised original Ordinance No. 1128, had been amended by
amending Section 615 to provide authorization to add projects to a District in
addition to those projects already approved, i.e.adding fire alarm systems to GID
1-64. This amendment would apply to any improvement district, and is now part of
the ordinance. He further stated the proposed amendment under consideration would
conform the bonding provisions in Section 801 to the amended Section 615, and is
recommended by City's bond consel, Orrick, Dahlquist, Herrington & Sutcliffe.
Councilman Henderson asked if purposes could be changed after bonds sold and was
advised by City Attorney this was not possible. Councilman Henderson also asked
whether it would be possible in GID 1-64, by amendment proposed, to authorize bonds
