This program to become effective <br />upon the employees' meeting the minimum requirements of 75% of the eligible employees <br />enrolling on a contributing basis. <br />Uniform Allowance. Recommendation for $100 per year allowance for Fire, Police and <br />Metermaid Personnel, to be retroactive to July 1, 1966. <br />Increased Retirement Benefits for Certain Groups of Retired Employees. <br />Proposed and recommended plan to provide for the increased benefits incorporated in <br />amendments effective in 1957 and 1963. While ,not a part of fringe benfits, Personnel <br />Committee feels that it is appropriate to present the proposed plan to the Council. <br />Personnel Committee firmly recommended adoption of changes proposed in City's fringe <br />benefit program as submitted and which were recommended by the Personnel Board and <br />by City Staff, the additional funds necessary for fiscal year 1966-67 to be appro- <br />priated from budgeted Reserves. (For full text see City Clerk's file - Personnel) <br />Councilman Rosselli asked whether Council members could be considered for fringe <br />benefits in any area.. Councilman Henderson advised she was under impression Council <br />members were included as City employees under the $2,000 level on the life insurance <br />proposal. Councilman Rosselli moved to accept recommendations of the Council Per- <br />sonnel Committee and directed they be put into effect, seconded by Councilman <br />Keckley. On question Councilman Petersen suggested possibility of lessening vaca- <br />tion for those employees under two years with City. <br />Councilman Henderson reported on study made of bench mark cities there was no <br />evidence of lessening of vacation standards, and felt City should remain competi- <br />tive with others. Councilman Bury questioned whether those retired employees who <br />had not maintained their medical insurance could be reinstat ed in any manner and <br />was advised this was not possible. <br />Councilman Granger, as member of Council Personnel Committee, advised Council <br />Committee took entire recommendations from Personnel Board and felt fringe benefits <br />proposed more important to City Employees than a salary increase and of City's intent <br />to protect as much as possible City Employees after retirement.Councilman Keckley <br />questioned Committee's reference to City being below bench mark city standards on <br />uniform allowance proposed and was advised recommendation meant to imply "at or below" <br />as other cities now in process of changing and would recommend this item be reviewed <br />again later. Motion carried and Council requested documents necessary to effect <br />recommendations be placed on the next Agenda. (MINUTE ORDER #r66-198) <br />Councilman Henderson moved to adopt ORDINANCE NO. 1268 APPROPRIATING $10,504 FROM UNBUD- <br />GETED UNAPPROPRIAT ED BALANCE OF OFF-STREET PARKING FUND TO PROVIDE FOR PURCHASE OF <br />PARKING METER MECHANISMS; AND, AUTHORIZING PURCHASE OF SAID MECHANISMS WITHOUT PUBLIC <br />BID, seconded by Councilman Bury and carried unanimously on roll call vote. <br />
