290 <br />Councilman Rosselli moved to adopt ORDINANCE NO. 1269 APPROPRIATING THE SUM OF $10,000 <br />FROM DEPRECIATION ACCOUNT OF MARINA REVENUE FUND AND APPROPRIATING THE SUM OF <br />$6,924 FROM UNAPPROPRIATED BALANCE OF SALES TAX CAPITAL OUTLAY FUND FOR PURPOSE OF <br />CONSTRUCTION OF HARBORMASTER QUARTERS; AND, AMENDING SECTION 2.37 OF CODE OF CITY <br />OF REDWOOD CITY RELATING TO MARINA CONSTRUCTION FUND, seconded by Councilman Keckley <br />and carried unanimously on roll call vote. <br />Staff report and recommendation concerning Council meeting dates and times. Staff <br />recommended that the first four Mondays of each month be regular meetings, elimina- <br />ting the second Monday Study Meeting, the 7:30-8:00 p.m. information study and <br />review period to be retained. The Staff further recommended that Council adjourn <br />to a full study session whenever need arises. It was believed in this way public <br />hearings and other legislative matters could be scheduled more evenly and study <br />items included on any of the regular meetings. <br />Councilman Rosselli moved to introduce Ordinance amending Section 2.20 of the <br />Code of the City of Redwood City, relating to Council meetings, seconded by <br />Councilman Granger. On question Councilman Henderson moved to amend the motion <br />-F <br />by eliminating paragraph (b) of Ordinance relating to weekly study session, <br />seconded by Councilman Bury. Councilman Rosselli expressed his opposition to <br />eliminating this study session and contended it was needed for Council's review <br />of Agenda items before the regular meeting. <br />Mr. Bill Rhodes, 1614 Hudson, expressed hope that when <br />and if Council adjourned to a meeting for study purposes <br />it would be held in evening in order public could attend. <br />Councilman Keckley expressed his opposition to eliminating weekly study meetings, <br />particularly important during balloting for Commission members, and strongly urged <br />study session be retained. Councilman Bury stated in seconding motion he didn't <br />deny importance of discussion on Agenda items for Council's benefit, but indicated <br />he felt they should be conducted in Supervisors' Chambers where the public can be <br />accommodated. Mayor Herkner indicated he had no objection to study session being <br />held in Supervisors' Chambers where regular legislative meetings held, as con- <br />ference room not large enough to indicate meeting was open to the public. Coun- <br />cilman Granger felt a contact concerning this subject with League of California <br />Cities would prove 900 of cities maintain a study session before a regular session <br />and recommended study session be maintained, although he was opposed to monthly <br />study meeting. Roll call on motion to eliminate 7:30-8:00 p.m, study meeting <br />lost on roll call vote, Councilmen Bury, Henderson voting yes, Councilman Granger, <br />Keckley, Petersen, Rosselli and Mayor Herkner voting no. <br />Councilman Henderson moved that the motion be amended to provide that 7:30-8:00 <br />p.m. Study session be held in Supervisors Chambers where regular meetings held. <br />Mayor Herkner asked that Vice -Mayor Bury assume the chair in order he might parti- <br />cipate in this motion. After Vice -Mayor Bury assumed the chair, Mayor Herkner <br />seconded motion made by Councilman Henderson that 7:30-8:00 p.m. Study session be <br />held in the Supervisorst Chambers. Councilman Granger opposed to this motion as <br />felt too restrictive and unnecessary. Councilman Rosselli again expressed his <br />
