00 <br />Councilman Keckley recommended all points under discussion be voted on for majority <br />decision. Councilman Petersen favored retaining half-hour weekly study session, and <br />also thought policy should be set placing all study items on one of the regular sche- <br />duled meeting agendas each month, along with the regular legislative matters. City <br />Manager stated recommendation made for the four regular meetings in order public <br />hearings and other legislative matters can be scheduled more evenly, but policy could <br />include study items on a set schedule, as on the second Monday. <br />Councilman Rosselli again contended weekly half-hour study session important for <br />liaison between Council and staff prior to regular legislation meetings and referred <br />-- to reports made on this point by League of California Cities which might be obtained <br />for Council's information. Mayor Herkner suggested this matter might possibly be <br />raised at League of California Cities conference in October. Action deferred to <br />regular meeting. <br />Councilman Rosselli questioned present status of the proposed Grading Ordinance and if <br />final meetings had been held with contractors group so that this could be plDed on an <br />early Agenda for Council action. City Manager advised a final meeting was scheduled <br />for this week with contractors representatives and felt final draft of ordinance could <br />be presented to Council in two weeks. Councilman Rosselli asked this be placed as <br />an Agenda item in two weeks and contractors so advised, (Oct. 10th). (Memo 9/20/66) <br />Councilman Bury quewtioned whether proposed abandonment of East Fuller Street would have <br />any effect on Parking District boundaries. City Attorney advised there would be no <br />effect, as this was already tax free property before going to the County. <br />Councilman Rosselli questioned Hoover Swim Pool proposed award of bids as recommended <br />by Staff. The City Manager stated source of funds had been recommended to Council, <br />if award to be made. He also reviewed points of bids received and stated Staff could <br />offer no other solution, since this bid if not accepted, a wholely new concept of <br />pool construction would have to be made in order to try to get lower bidding. He <br />stated he felt moral obligation to this area for construction of this facility. <br />Councilman Rosselli stated this facility had been in process for almost two years and <br />urged Council proceed. Councilman Henderson indicated her agreement with Councilman <br />Rosselli. Mayor Herkner stated he objected to spending mare money than budgeted but <br />also felt necessity of proceeding with this project. Councilman Rosselli felt Staff <br />should review guidelines on projects affecting municipalities or government agencies <br />since the costs are over that of private industry by some 400. He suggested an <br />investigation to establish the reasons for the higher costs to munici alitiea <br />(Memo 90/66) <br />Councilman Petersen raised the question of the architect's fee for Hoover Swim Pool, <br />and suggested Staff try to negotiate a fee based on the architect's estimate rather <br />than on the construction cost.
