Councilman Granger expressed opposition. Councilman Henderson asked how it would <br />benefit the community. Councilman Bury stated that since all that was being <br />requested was a representative from Redwood City to att aid the celebration, he <br />would go. <br />Minutes of Regular Meeting <br />Redwood City Council <br />September 19, 1966 8:00 P. M. <br />Pledge of Alkgiance led by Councilman Bury. <br />Invocation led by Reverend Donald Lamka, First Congregational Church. <br />ON ROLL CALL the following were noted present: Councilmen Robert H. Bury, Floyd D. <br />Granger, Mary W. Henderson, Paul C. Keckley, Herbert G. Petersen, John S. Rosselli, <br />Mayor Sidney D. Herkner and City Clerk Helen C. Moore. Also noted present were <br />City Manager Howard C. Ullrich, City Attorney Richard E. Gardella, Assistant City <br />Manager Henry V. Burget, Police Chief William Faulstich, Director of Public <br />Works Louis Scherer, Planning Director Ken Schroeter, Auditor -Accountant Jack <br />Ference, Zoning Administrator William Shackelford, Captain George Bold, Building <br />Inspector S. H. Kreiss, Recreation Director A. S. Morton, Park Superintendent <br />Pasco Balzarini, (entered meeting at 8:45 P. M.) Police Chief William Faulstich <br />(entered meeting at 9:45.p.m.) Chief J. L. Lodi (entered meeting at 10:10 p.m.) <br />and Deputy City Clerk Marian McCrindle. <br />Councilman Keckley moved to approve Minut es of September 12, 1966, seconded by <br />Councilman Granger. On question, Councilman Henderson questioned the word "fill" <br />being used in title of Resolution #5138 adopted September 12, authorizing City <br />Clerk to call for bids re Belmont Slough, as she stated word was not used in <br />resolution presented and adopted by Council, but had stated "related construction" <br />only. City Manager explained the action taken and affirmed fact resolution as it <br />appears in the Minutes was read and action taken on that basis. City Aftorney <br />advised that due to fact that engineering consultants, DMJM, had presented bid <br />specifications in two separate documents, of which fact he was not aware until <br />after resolutions had gone out to Council for review, he had revised the authori- <br />zing resolution to cover the situation, and it was the revised resolution which <br />had been read by the Clerk. Councilman Henderson questioned whether this would be <br />considered a legal and binding decision when she was unaware of facts. <br />City Attorney advised resolution was changed before Council action, title was read <br />including the word "fill" and resolution contained facts covering same. <br />Councilman Keckley asked if Councilman Henderson would have changed her vote on <br />this matter if resolution she had received had been the one adopted, with word <br />"fill" included. Councilman Henderson replied she would have only asked more <br />questions. Motion to approve Minutes, as mailed, carried. <br />
