3i® <br />City Attorney stated zoning ordinance provides for and requires a series of public <br />hearings must be held for zoning action; that the matter before the Council is a <br />public hearing on a zoning application. <br />Dr. Paul Young, representing Redwood City Civic Association, <br />questioned if some type of Community Development Plan should <br />be filed with Council or Planning Commission first. <br />Councilman Henderson stated in notice of public hearing, it was indicated parcel <br />was shown on tentative map; is it legal to vote when there is no map. <br />City Attorney stated that while the tentative map had been withdrawn for revisions, <br />one copy was retained for reference to show boundaries of area for definiteness and <br />certainty. City Manager stated it is Staff recommendation that parcels B & C be <br />withdrawn from consideration, and that rezoning for Marine Work be approved. <br />Councilman Rosselli moved to close the public hearing, seconded by Councilman <br />Keckley and carried. <br />Councilman Bury moved to introduce Ordinance adding Section 60.4.2 to Ordinance <br />No. 1130, the Redwood City Zoning Ordinance, rezoning property on the Redwood Penin- <br />sula in the vicinity of Bayshore Freeway and the Ralston Expressway, seconded by <br />Councilman Petersen and carried. <br />Councilman Rosselli requested record show that Council did receive the proposed <br />zoning map of Redwood Peninsula. <br />Acceptance of deed for an easement, portion of Lot 3, "Roussel Subdivision of a portion <br />of the McEvoy Tract adjoining Redwood City, California." <br />Councilman Rosselli asked when is project contemplated, and if applicant was in <br />audience. He stated he is concerned with the development of this area. Planning <br />Director stated that plan of developer is to have an "L" shape structure and 50% <br />of the area would be devoted to off-street parking. Councilman Granger questioned <br />if business would warrant spot zoning, and discussed the requirement of a street <br />widening easement as a condition of the Use Permit. <br />Councilman Petersen indicated in favor of accepting deed, pointing out that setting <br />of plan lines in lieu of requiring an easement to protect the future street right <br />of way would be more of a hardship on the property owner. <br />Councilman Peterlen moved to accept the deed, seconded by Councilman Bury and <br />carried on roll call vote, Councilman Granger voting no. <br />Councilman Keckley moved to adopt ORDINANCE NO. 1273 APPROPRIATING THE SUM OF $5,400 <br />FROM THE CONTINGENT RESERVE OF THE SALES TAX CAPITAL OUTLAY FUND TO PROVIDE FOR <br />CONSTRUCTION OF CERTAIN STREET IMPROVEMENTS IN LEXINGTON AVENUE, seconded by Coun- <br />cilman Petersen, carried on roll call vote, Councilman Rosselli abstaining. <br />Councilman Rosselli moved to adopt ORDINANCE NO. 1274 AMENDING SECTION 801 OF ORDINANCE <br />NO. 1128, THE REDWOOD CITY GENERAL IMPROVEMENT DISTRICT ORDINANCE, RELATING TO <br />ISSUANCE OF BONDS FOR PURPOSES GRANTED TO DISTRICT PURSUANT TO PROCEEDINGS TAKEN <br />AFTER FORMATION, seconded by Councilman Keckley and carried on roll call vote, with <br />Councilman Henderson voting no. <br />
