3119 <br />committed to ABC plus $25,000 from the balance of the sales tax, to make up City's <br />contribution to the project. <br />City Manager stated that it has always been the desire of the City to bring desirable <br />activities into Redwood City and stated that money has never been spent at random <br />but it has always been something that Redwood City has needed very badly, for <br />example, Kaiser Hospital, Edgewood Hills College, etc. <br />On this basis, he would strongly recommend that we proceed on the basis outlined in <br />the Resolution and go in good faith to meeting October 6th with BCDC with the full <br />backing of the Council. <br />Mayor Herkner stated that he has sat in with Staff on negotiations during past two <br />weeks and they have been very difficult. He said the Staff has done a tremendous <br />job in coming up with this solution in getting Council assist, which they have <br />indicated they will do. <br />City Clerk read Resolution of Intention concerning the Improvement of Belmont Slough <br />in full for benefit of people in audience. <br />Councilman Petersen questioned Resolution, 4th page, 2nd paragraph and asked that it <br />be corrected from, "That it is the intention of this Council to cooperate with County <br />of San Mateo and to match the amount of the contribution for development of the <br />donated lands as proposed by the City", to read "That it is the intention of this <br />Council to cooperate with the County of San Mateo and to match the amount of the <br />contribution for acquisition or development of the same or other lands as proposed <br />by the County, to a maximum of $50,000." <br />City Manager stated he has no objection to it being corrected and could have "maximum <br />of $50,000" written in. Councilman Petersen asked if this is City or District <br />expenses. City Manager stated it is the City's contribution. <br />Councilman Petersen asked for clarification of page 5 concerning the obligations of <br />Leslie Properties. City Attorney reviewed the State laws governing park and <br />recreation and school sites in subdivisions. City Manager re -affirmed his statement <br />that the Chairman of the Commission, and the BCDC Staff, now favor the granting of <br />the permit. <br />Mayor Herkner asked if it is the Manager's recommendation to the Council that City <br />contribute the $50,000. City Manager answered yes, and believes ABC will agree to <br />release the $25,000 already committed. <br />Councilman Rosselli questioned is this the only route City can take to get job done. <br />City Manager explained that there probably would be other ways; for instance, City <br />could attempt to persuade the BCDC that this development does not conflict with <br />their ideas for development of the Bay area. City Staff feels the negotiated settle- <br />ment is preferable to any other way. Councilman Rosselli questioned will we have to <br />go back to BCDC in the future if these negotiations are settled. City Manager stated <br />yes, possibly in a couple of years, but by that time will have had time to complete <br />the overall general plan. <br />
