314 <br />Councilman Keckley asked what has changed BCDC minds that they no longer feel con- <br />cern for the weeds, brine shrimp, etc. City Manager replied that the District <br />Ecologist stated that the dredging of the Slough would provide an increase in the <br />ecology by locating the 801 channel within the existing dikes to create an ecolo- <br />gical area which would satisfy the BCDC. <br />Councilman Bury questioned Item 5, page 2 which reads: "That it is the intention <br />of the Council that this City shall give the fullest cooperation with the BCDC <br />Staff in establishing the design, of the second, or "B", phase dredging to opti- <br />mize its effects on ecology, economics and recreational facilities." Councilman <br />Bury asked if BCDC would be doing the designing. City Manager answered no, our own <br />Staff would do the designing. Councilman Bury asked if paragraph could be changed <br />to read ".....fullest cooperation with the BCDC Staff, in the course of the esta- <br />blishment of the design by the City of the second, or "B" phase....". Also, on <br />page 2, Item 2, the words "in area" were inserted after "whichever is greater". <br />Councilman Henderson questioned if it is proper for the resolution to refer to <br />the opinion of the BCDC Staff, and was assured by City Attorney that this statement <br />is a recital of fact in the Resolution. Councilman Henderson then asked if the <br />$25,000 already budgeted was to be used for amenities within the district. City <br />Manager stated yes, for entrance of Marine World which is on District property. <br />Chuck Blair of DMJM illustrated the proposed dredging area; showed the 3 "windows" <br />permitting access, and explained their purpose. <br />Councilman Henderson asked if the 10 acres to be donated for these "windows" would <br />be raw or reclaimed land, and if further costs would be incurred before landscaping <br />and mentioned the estimated cost of fill at "15,000 per acre. City Manager explained <br />the City -County plan, and the possibility of Federal matching funds. <br />Councilman Henderson asked if "B" dredging involves property outside the District, <br />and would this be conditioned on condemnation proceedings. <br />City Attorney answered, not necessarily, it might be on State Tidelands permit. <br />Councilman Henderson mentioned safeguards in the feasibility report and how the <br />"B" dredging fitted into this picture, since it was understood the project could <br />be stopped at any point. City Attorney answered that City has already committed <br />itself by Contract. City Manager added that the accelerated program is only for <br />Marine World, and that "C" dredging is merely a widening from 80, to 150' and is <br />in agreement on warrant basis, when Marine traffic justifies it. <br />Mrs. Betty Travers, 27 Lowell appeared to compare the recrea- <br />tional areas in Redwood Shores with those recommended in <br />Winans report and suggested that Community Park be improved <br />and completed before other areas were considered. <br />The subject of walkways and levees was discussed, and City Manager stated develop- <br />ment of pedestrian walkways would be preferable to small beaches. <br />Mayor Herkner stated that BCDC Staff insist that pathways be provided for bicycles <br />and pedestrian use and must be inter -connected. Councilman Henderson stated she <br />
