 0
wanted clarification: Leslie Properties will contribute 10 acres of land; City will
contribute $50,000 and County will contribute $50,000.
Councilman Henderson asked if "A" and "B" have to be handled together. City Manager
stated Marine World project is contingent on "A" and "B" to provide access to the
Bay.
Councilman Henderson questioned oceanographic institute; is it an industry or is
it a school. City Manager read from letter from ABC which implied that it would be
a school.
Mrs. Pat Barrentine, representing Redwood City Civic
Association asked questions about park and recreational
areas. She further stated that while RCCA supports Marine
World, she doesn't agree with procedure being taken; thinks
Redwood City should waive time limit and ask for an exten-
sion of time in which to obtain permit.
Councilman Rosselli expressed his vigorous support of the project, and outlined
the many benefits.
Councilman Petersen asked for a discussion of the possibility of amending the
Resolution after adoption to provide for any possible refusal on the part of BCDC
to grant the permit. Staff recommended against any amendment to the Resolution.
Councilman Petersen moved to adopt RESOLUTION N0, 5163 BEING RESOLUTION OF INTENTION
CONCERNING THE IMPROVEMENT OF BELMONT SLOUGH, seconded by Councilman Rosselli.
City Manager called attention to the fact that the word "access" on page 2 paragraph
2 "Intention of the Council...... for access or development....." should read
"acquisition or development....".
Councilman Henderson stated that tying together "A" and "B" dredging, the fact this
is tied to Redwood Shores, means it has to be treated differently than a separate
industry coming into our City. She suggested City withdraw application before the
BCDC; that City not commence work at the time stated in the agreement; that City
complete condemnation proceedings prior to resubmission of application.
City Manager repeated Staff's recommendation to proceed. Mayor Herkner questioned
if time schedule of ABC will not provide for any delays. City Manager stated Marine
World has already gone to bid and taken bids for on-site work they hope to do during
the winter. During Spring, construction would proceed as planned for opening,in May
of 19683
Councilman Keckley stated he is in favor of this motion because:
1 He is very concerned with the park and open space
2 $50,000 we will pay is in line with other projects in our City.
3 Will offer more jobs, improve hotel -motel business, tourism, etc.
Motion carried on roll call, Councilman Henderson voting no.
Mayor Herkner stated Item 2 on the Agenda, discussion of hotel -motel tax, had been
dropped from the Agenda.
Councilman Petersen moved to adjourn, seconded by Councilman Bury; meeting adjourned
at 9:55 p.m.
VU_ Cz-
HELEN C. MOORE, City Clerk
