822, <br />City Clerk advised because of the considerable Staff time and expense involved <br />to initiate annexation proceedings, Annexation Committee wished to get Council's <br />informal approval of this proposal. City Manager recommended Council authorize <br />Staff to at least contact LAFC to ascertain what their reaction would be to this <br />proposal for annexation. <br />Mayor Herkner questioned whether it would be possible to overcome opposition to <br />annexation in the Kensington Square area. Councilman Petersen recommended inclusion <br />of Kensington Square area in proposed annexation as felt extra water charge alone <br />could be made issue for annexation. Councilman Henderson questioned number of voters <br />and was advised some 251 voters in entire area, approximately 171 with elimination <br />of Kensington Square. Councilman Henderson favored including Kensington Square. <br />Councilman Keckley favored inclusion of this area, but also recommended that a <br />polling place be established in this area, instead of in hill area, as was done at <br />last annexation election. Councilman Rosselli favored following Staff recommenda- <br />tion to eliminate Kensington Square from proposed annexation. Mayor Herkner <br />directed this item be placed on next Council Agenda of November 7th for Council <br />action. (Memo 10/25/66) <br />County Supervisor William M. Werder and County Manager E. R. Stallings appeared to ask <br />Council consider contributing portion of City's anticipated revenue from hotel - <br />motel tax for promotion of County -wide "tourism and convention" promotion program. <br />They advised it was County's intention to place all of their anticipated revenue <br />from ordinance recently adopted imposing this tax on unincorporated areas of County <br />into this program for benefit of all cities, and urged City consider retaining 70% <br />of revenue and initiate leadership of County cities in this program by contributing <br />30% to this new contractural arrangement made by County for program to publicize <br />County as a "tourism and convention" area. <br />He suggested that City have one member on the Allocation Committee to determine how <br />funds would be spent in promoting such a campaign. Councilman Petersen expressed <br />his opposition should funds so proposed be used for building purposes such as a <br />Convention Center in other section of County, and was advised this was not consi- <br />dered. Councilman Petersen favored contributing 25% of anticipated revenue from <br />this tax, should Council consider participation in this program. <br />Councilman Granger questioned whether City could be released from commitment should <br />it be decided to participate, if majority of other cities did not likewise partici- <br />pate. Councilman Henderson indicated she favored proposal but felt no conditions <br />should be attached should decision to participate be made. Mayor Herkner requested <br />this item be on next Council meeting of November 7th for Council's decision. <br />(Memo 10/25/66) <br />
