370 <br />Mayor Herkner stated he felt last three items not specifically legislative items <br />and, if no objections, would ask that an "ad hoc" committee consisting of members <br />of the Legislative Committee be appointed to make full report to Council at the <br />next regular meeting of December 5th. (Memo 11/29/66) <br />Councilman Petersen moved to authorize Redwood City delegate to vote "yes" on local <br />control of Building Codes, seconded by Councilman Keckley. Staff report stated <br />a Resolution was to be presented by the International Conference of Building <br />Officials at National League of Cities, December 3 - 7, Las Vegas, Nevada, re- <br />questing that the Building Code control be at the local level rather than at the <br />National level as proposed, and Staff, therefore, recommended this authorization <br />be granted to prevent infringement on "home rule" provisions of building code <br />formulation and enforcement. Motion carried. (MINUTE ORDER #66-143) <br />ABAG - General Assembly Suggestions for Amendment to Regional Home Rule Proposal. <br />Mayor Herkner reminded Council members of report which had been previously sent <br />to them containing recommendation being made by the Goals and Organization <br />Committee of ABAG. He reported this Committee had spent one year on the report, <br />recommendations contained having been discussed at the General Assembly of the <br />group some three weeks ago, which were approved in principle. He also reminded <br />Council that since this time several suggested recommendations for amendments <br />had been received from other cities, copy of which had also been submitted to <br />Council. <br />Mayor Herkner advised reason for brining up this subject at this time was due <br />to fact ABAG Assembly will meet on Friday, December 16th, Executive Committee <br />on Thursday, December 15th, and he felt matter to be of such importance that <br />City's representatives, himself and Councilman Henderson, as alternate, should <br />attend with backing of the Council for purpose of voting according to Council's <br />wishes. <br />Mayor Herkner read brief synopsis of problem areas regional in nature, for <br />which recommendations were being made for solutions, as follows: Air Pollution <br />Control, Water Quality Control, Bay Area Transportation, Bay Conservation and <br />Development, Comprehensive Rggional Planning, Regional Refuse Disposal Needs, <br />Regional Open Space and Park Needs, and Regional Airport System Needs. It was <br />further stated goals and Organization Committee believes that the Association's <br />development must be accelerated and recommends in general the following major <br />steps taken to accomplish these goals: <br />1. Jurisdiction to include all nine Bay area Counties. <br />2. Association to be granted limited authority to act on 3 <br />regional governmental problems, not now being satisfactorily <br />dealt with, i.e., Regional Refuse Disposal Needs, Regional Open <br />Space and Parks Needs, and Regional Airport Systems Needs. <br />3. In connection with proceedings involving special districts, <br />including portions of two or more counties, Association to be <br />delegated same responsibilities as Local Agency Formation <br />Commission now have for local special districts. <br />4. Adoption of General Regional Plans, following public hearings, <br />on the three main regional governmental problems, but not <br />limited entirely to these. <br />
