Finance - Tax Rate - Operations of the Association to be <br />financed by a special levy to be allocated among 9 Bay Area <br />counties, one half pro rata with population and one half pro <br />rata with assessed value, maximum allowable equivalent of a <br />tax rate of $0.01 per $100 of Bay Area assessed value. <br />Borrowing, Association empowered to issue general obligation <br />bonds, subject to 60% vote of people, enabling issuance of <br />revenue bonds, special assessment bonds, and tax anticipation <br />notes in same manner as city and county government. <br />8. General Assembly - Governing body of Association, acting through <br />Executive Committee, each county and each City having one seat <br />in General Assembly, each City to elect its chairman, according <br />to recommended procedures, and other procedures outlined as to <br />composition of Executive Committee Members, President and Vice - <br />President, Advisory Commissions, and Staff. <br />Councilman Granger moved to empower the Mayor to act in the interests of City, <br />seconded by Councilman Bury, Councilman Rosselli felt Council's recommendations <br />to be a tremendous responsibility and suggested Council should more thoroughly <br />review the issues involved on a regular Agenda of Council or at a special meeting <br />if deemed necessary. Councilman Petersen expressed his opposition to entire <br />concept being proposed by ABAG, indicating he favored them continuing in capacity <br />they now hold, without legislative powers, Mayor Herkner advised of State Legis- <br />lation which is imminent unless something is done for a regional type of govern- <br />ment for bay area problems, and expressed his firm belief in ABAG and urged Coun- <br />cil's approval in principle as had already been approved by General Assembly. <br />Councilman Rosselli felt cities and counties should stick together through ABAG, <br />but believed more publicity should be given this issue, even to holding public <br />hearings to get cities aroused. Mayor Herkner suggested Council approve in <br />principle recommendations of Goals Committee of ABAG, and take a position on pro- <br />posed amendments which would allow City's representatives to vote. <br />After further discussion by various Council members and their questions as to <br />some of procedures and authority proposed, Councilman Rosselli moved original <br />motion be amended to include remarks and recommendation of Mayor Herkner that <br />Council approve in principle the ideas of the Goals Committee, seconded by Coun- <br />cilman Keckley and carried on roll call vote, Councilman Petersen voting no. <br />(MINUTE ORDER #66-144) <br />COMMUNICATIONS: <br />Communication from Mayor Herkner regarding proposed by-laws <br />of the San Mateo Council of Mayors to be voted on at their <br />meeting of December 2nd. Mayor Herkner stated draft resolu- <br />tion approving these by-laws had been presented to Council for <br />review and advised this was to be again discussed and placed <br />for action at Council's adjourned meeting of December 1st. <br />_ Councilman Rosselli submitted a petition which he had received from a group of <br />citizens, petitioning Park Department to obtain area located off Canyon Road in <br />Oak Knoll Manor Tract for development of a City park.
