review recommendations of the Goals Committee and make a recommendation to Council. <br />Mayor Herkner felt ABAG concept had been misinterpreted as felt they too opposed <br />preemption of "home rule" of cities, and that study of their proposal submitted <br />to Council some time previously would indicate same. He reminded Council of the <br />ABAG meetings on December 15th and 16th and requested acceptance of his recommen- <br />dation, so that he could vote according to the Council's wishes in the matter. <br />Councilman Petersen indicated his disapproval of this concept for ABAG and recom- <br />mended action be postponed until further study. Councilman Granger moved to carry <br />this item on the Agenda until next week for further discussion, seconded by Coun- <br />cilman Rosselli. Councilman Henderson disapproved delaying a decision for one <br />week and urged acceptance of the report. <br />Councilman Rosselli stated he was confident other cities in San Mateo County would <br />not vote on this issue on the 16th of December. Mayor Herkner asked that Council <br />act on recommendations submitted on amendments only. <br />M•r. Frank Baston, 3070 Middlefield Road, commented on <br />Abag's proposal which he felt should be investigated <br />more thoroughly with caution. <br />Councilman Keckley pointed out the past lack of interest in ABAG by some jurisdic- <br />tions which were now advocating postponement of action to allow further study. <br />After discussion of the McAteer bill for a metropolitan government and reasons for <br />and against action now, motion tied on roll call vote, resulting in no action. <br />Mayor Herkner stated he would not be able to vote on amendments because he lacked <br />backing of Council, Councilmen Granger, Petersen, and Rosselli voting yes, <br />Councilmen Henderson, Keckley and Mayor Herkner no. (Councilman Bury noted absent). <br />Mayor Herkner asked permission be granted for him to leave state December 6th until <br />December 7th and again next weekend. Councilman Keckley suggested Mayor appoint <br />someone in his place until Vice -Mayor Bury returned to City on December 7th. <br />Mayor Herkner appointed Councilman Granger as acting Mayor, <br />Councilman Granger moved to adopt RESOLUTION NO. 5218 DESIGNATING OFFICIALS TO <br />SIGN ON BEHALF OF REDWOOD CITY IN CONNECTION WITH CIVIL DEFENSE MATTERS, seconded <br />by Councilman Rosselli and carried on roll call vote, Councilman Bury being noted <br />absent. <br />DAMAGE CLAIMS: (1) Pacific Telephone & Telegraph Company alleging property damage <br />caused by contractor for City during construction of storm drain: (2) Donna Epley <br />for property damages alleged to have been caused by open manhole on City streets, <br />denied and referred to insurance carrier on motion of Councilman Rosselli, seconded <br />by Councilman Granger and carried, (MINUTE ORDER #66-252A - 252B) <br />ACCOUNTS PAYABLE, Nos. 58934 to 59077 inclusive, totaling $309,958.00, were approved <br />on motion of Councilman Keckley seconded by Councilman Henderson and carried. <br />COMMUNICATIONS: <br />Request of Redwood City Employees Association for place <br />on Council's Agenda of December 12th for presentation of <br />Association concerning salary increases prior to any <br />action by City Council on recommendations. <br />t9 <br />
