Councilman Rosselli asked City Manager and Council Committee whether this <br />request was in order. City Manager advised appeal period had been held whereby <br />all City Employees had opportunity to appear before Personnel Board and appeal any <br />recommendations of Staff and Personnel Board; that this group had appeared and <br />stated their case at length. Councilman Henderson felt group should be allowed to <br />appear before Council, even though Council Committee had not as yet prepared recom- <br />mendation for Council on salary survey. <br />Councilman Keckley moved that Mayor Herkner be allowed to leave the State as requested. <br />Seconded by Councilman Rosselli and carried. (MINUTE ORDER #66-253) — <br />Councilman Keckley suggested that City invite San carlos to attend Council meeting <br />scheduled for December 20th on park and open space report of Regional Planning <br />Commission. It was also suggested both Woodside and Belmont, be invited to <br />attend this meeting. MOORE, City Clerk <br />Minutes of Regular Weekly Study Meeting <br />Redwood City Council <br />December 12, 1966 7:30 P. M. <br />Meeting called to order by Vice -Mayor Robert H. Bury in absence of Mayor Herkner. <br />Councilman Granger suggested that further discussion on ABAG amendments requested by - <br />himself and Councilman Rosselli, be deferred until after special ABAG meeting called <br />for December 13th. Vice -Mayor Bury announced a special ABAG meeting had been called <br />BY Councilman Maurice K. Hamilton, member of ABAG Executive Committee, to be held <br />at San Bruno City Hall Council Chambers, 567 El Camino Real, San Bruno, Tuesday <br />December 13th, 8:00 p.m. He suggested as many Council members attend as possible. <br />Councilman Rosselli concurred in recommendation that further discussion be deferred <br />at this time, because of special meeting, but stressed importance of Council's <br />further study of proposal being made by ABAG and suggested possibility of a <br />special hearing being held at a later date because of interest evidenced by citizens <br />Councilman Keckley commented on the fact Mayor Herkner, as member of the Executive <br />Committee for ABAG, had a meeting on December 15th, with no authorization to vote <br />on the amendments, but that he had approved the main concept of the proposal for <br />the City. He felt no action should be taken on amendments or further discussion held <br />on this subject because of Mayor Herkner's absence. <br />Salary Survey. Councilman Henderson, Chairman of Council Personnel Committee, stated <br />following recommendations being made by committee concerning the salary survey: <br />1. Recommend that appeals as requested by Employees Association <br />and other groups be heard by Council during study session <br />prior to regular meeting with out discussion or debate, inas- <br />much as during appeal period, these groups had appeared before <br />Personnel Board and Staff. <br />
