Recommend that Council hold an Executive Session prior to <br />study meeting next week in order to consider salaries of <br />Council appointees, survey compiled by City Manager having <br />been submitted to Council. <br />3. Recommend legislative action on Salary Ordinance not be taken <br />until Council meeting of December 19th, subsequent to presen- <br />tation of employee appeals and review of material submitted by <br />City Manager on Council appointees. <br />" Councilman Rosselli asked if Committee had any recommendation for Council's action <br />at this time. <br />Councilman Henderson stated Committee not prepared <br />to make a <br />recom- <br />mendation until <br />after presentation by employees at this meeting. <br />Councilman <br />Rosselli <br />questioned procedure now proposed as not following former policy established by <br />Council. Vice -Mayor Bury asked that Employee groups be permitted to make their <br />presentation. <br />Ralph Cyr, President of Redwood City Employees Associa- <br />tion, advised presentation not being made on behalf of <br />department heads or on behalf of the police or fire <br />departments. <br />He stated Association aware of final recommendations of <br />Personnel Board and the City Manager and while not completely <br />adopting recommendations of employees, recognition was made <br />of great strides made in past year in bringing 'Redwood City <br />salaries in line with other cities and efforts made for inter- <br />nal adjustments. Therefore, anticipating continuing study for <br />correcting remaining problems, Association requested adoption <br />of salary recommendations as presented. <br />Councilman Granger, member of Council Personnel Committee, complimented presentation <br />made by Employees Association and stated his concurrence with their findings con- <br />cerning continuing correction of inequalities, when found. Councilman Keckley <br />questioned report available on inequalities mentioned and was advised by Councilman <br />Henderson Personnel Board and Staff had made recommendations that included internal <br />adjustments at this time, no other detailed report available. City Manager advised <br />he would go over further details with Councilman Keckley. (Memo 12/13/66) <br />Police Officer Robert Campana, stated he was representing <br />both fire and police personnel, in their appeal for a full <br />1i step increase based on need to keep and attract qualified <br />personnel with growth envisioned in near future for Redwood <br />City, and felt Redwood City should no longer be compared <br />with other bench mark cities, having reputation of finest <br />rated personnel in the area. <br />Councilman Granger expressed interest in a County -wide salary schedule for police <br />and fire personnel. <br />Dean Williamson, representing Fire Department and Fire Asso- <br />ciation personnel, concurred with statements made by Police <br />Officer Robert Campana, and quoted cost of living increases <br />which had been reported at Personnel Board meeting of November <br />30th together with discussion of mean comparison used in salary <br />survey. <br />Councilman Rosselli expressed his concurrence with Council Personnel Committee to <br />continue this item for one week for further discussion and legislative action. <br />Minutes of Regular Meeting <br />Redwood City Council <br />December 12, 1966 8:00 P.
