397 <br />City Manager advised this had been conclusion reached by property owners themselves <br />to contract with Kunz Paving Company; that he had made commitment on behalf of City <br />to provide a spoils area on Bradford parking lot for discharge of soil moved, and had <br />asked police and fire personnel to continue to cooperate as they had been over the <br />weekend. <br />Councilman Rosselli moved to adjourn meeting to Executive Session at 7:00 p.m., December <br />19, 1966, Supervisors Chambers, for purpose of discussing salary increases for Coun- <br />cil appointees. Bury, Mary W. <br />Henderson, Paul C. Keckley, John S. Rosselli, Mayor Sidney D. Herkner, and City <br />Clerk Helen C. Moore. Councilmen Floyd D. Granger (entered meeting at 7:07 p.m.) and <br />Herbert G. Petersen (entered meeting at 7:17 p.m.). City Clerk was excused from <br />the meeting after roll call. <br />Discussion was held concerning salaries of individual Department Heads and Council <br />Appointees. <br />When it became apparent the half-hour allotted to this meeting was inadequate, <br />it was decided to return to Executive Session after conclusion of the Regular Meeting <br />Agenda. <br />Meeting was adjourned by order of the Mayor at 7:45 p.m. <br />HELEN C. Rutten, appearing on behalf of Downtown Merchants Association, pres=nted pro- <br />posal which was being discussed by their association for formation of a special <br />assessment district for a specific area of the downtown business section, as shown <br />on illustrated slide, based on State Law AB 103, Parking and Business Improvement <br />Law of 1965. <br />Mr. Rutten reviewed how this state law could be applied to a promotion program for <br />the downtown business district through increasing present business licenses by im- <br />posing an additional tax to fund specific improvements. He stated at present time <br />a minority is paying the major portion of the cost of promoting business in downtown <br />Redwood City and funds available were not adequate for a satisfactory job.
