M <br />proposal for formation of this assessment district would make for more equal dis- <br />tribution of costs and more funds to be used for specific purposes in accordance <br />with the State law governing this proposed district. He reported on the meetings <br />which had been held with merchants indicating a majority favored such a proposal. <br />He further stated a number of other cities in California had formed such districts <br />and reported successes with the program. <br />Mr. Rutten stated a survey was now being conducted on business licenses and further <br />information being compiled so that a formal request could be made to City Council in <br />January, for formation of the proposed district. City Manager's report, submitted <br />to Council previously, stated City Council has sole discretion as to how revenue <br />derived from the tax is to be expended, and City Attorney's attached analysis out- <br />lined basic provisions of AB 103. <br />Councilman Rosselli asked if proposed district would conflict with the Downtown Plan. <br />Mayor Herkner asked whether business license fees now set would be "frozen" as to <br />present rate. City Attorney advised increase proposed for assessment district <br />would be a fixed amount by override of present business license, having no effect <br />on business license fees. Councilman Bury advised of his attendance at meetings <br />concerning this subject and suggested Mayor appoint a committee to meet with mer- <br />chants forming this plan to keep better liaison. Mayor Herkner appointed Coun- <br />cilman Bury as committee of one to work with representatives of this proposed <br />program. (Memo 12/20/66) <br />Councilman Petersen stated a united recommendation not yet available from their <br />Committee recommending Commission appointment procedures. Councilman Granger, <br />member of Committee, asked this subject be continued. Councilman Keckley expressed <br />concern for delay of appointments to vacancies on the Veterans Memorial Commission. <br />Councilman Granger advised all Commissioners hold office until successors appointed <br />and recommendation not yet ready for this particular Commission.
