A <br />also advised Council of the thorough investigation which had been made for this <br />prefabricated type of installation. <br />Mrs. Doris Thompson, Secretary of Park & Recreation <br />Commission, and chairman of committee for proposed com- <br />fort station in Stulsaft Park, reported on the extensive <br />study made for this installation and of also having <br />inspected similar installations in San Mateo parks which <br />had been in use for a period of 2z years and showed value <br />of this type of construction for its simplicity, lack of <br />odor compared to porous brick construction, ventilation, <br />and special details of construction which should preclude <br />vandalism. M. <br />Pledge of Allegiance led by Councilman Granger. <br />Invocation led by Reverend S. 0. Thorlaksson, Messiah Lutheran Church. <br />ON ROLL CALL the following were noted present: Councilmen Robert H. Bury, Floyd D. <br />Granger, Mary W. Henderson, Paul C. Keckley, John S. Rosselli, Mayor Sidney D. <br />Herkner and City Clerk Helen C. Moore. Councilman Herbert G. Petersen was noted <br />absent (Mayor Herkner stated Councilman Petersen had been excused because of <br />illness.) <br />Also noted present were City Manager Howard C. Ullrich, City Attorney Richard E. <br />Gardella, Assistant City Manager Henry V. Burget, Police Chief William Faulstich <br />Planning Director Ken Schroeter, Director of Public Works J. Louis Scherer, <br />Auditor -Accountant Jack Ference, Recreation Director A. S. Morton, Park Superin- <br />tendent Pasco Balzarini, Building Inspector S. H. Kreiss, and Deputy City Clerk <br />Marian McCrindle. <br />Councilman Granger moved to approve Minutes of Regular Meeting of January 9, <br />1967, as mailed, seconded by Councilman Henderson and carried. <br />PUBLIC HEARING on Weed Abatement declared open and affidavit of publication ordered <br />filed. Staff report stated this was the public hearing on the "Notice to Abate" <br />and was set at the request of the City Attorney in order that the weed abate- <br />ment program for the coming year would be accomplished under the new Weed <br />Abatement Ordinance. Councilman Granger restated his opposition to costly <br />contract awarded on this program and felt supervision needed to see contract <br />fulfilled completely. <br />Mr. Silvio Boicelli, 2737 Northside Avenue, questioned <br />procedures to be followed for property owners desiring <br />to abate their own weeds, and protesting fact he had <br />been billed by City last year, besides his own costs for <br />weed eradication. <br />City Manager advised of notification which should be given to Director of Public <br />Works by property owners desiring to abate the weeds on their own property. <br />Director of Public Works advised program already in process in areas East of <br />Veterans Boulevard. City Attorney advised of the recourse which would have been <br />possible on Mr. Boicelli's claim if a claim had been filed, within time limit <br />allowed. <br />Mayor Herkner asked that Mr. Boicelli's claim be checked for last year and that <br />he also be furnished with copy of ordinance now in effect which would give rules <br />and procedures to be followed for private abatement of weeds. (Memo 1/16/67) <br />Councilman Rosselli moved to close the public hearing, seconded by Councilman <br />Keckley and carried. <br />
