F <br />12 <br />APR 10 -6) <br />Park & Recreation Commission stating unanimous motion <br />adopted by Commission approving adoption of the proposed <br />Park & Recreation Element of the General Plan as presented. <br />San Francisco Water Department communication addressed to <br />the Planning Director, acknowledging receipt of copy of <br />proposed "Parks & Recreation Element of the General Plan" and <br />advising that at such time as procedures are to be commenced __.. <br />under the Plan, their Department would be pleased to consider <br />and discuss such park and recreational usage of portions of <br />their pipeline rights of ways, subject to previous commit- <br />ments and policy of the City of San Francisco's Public <br />Utilities Commission. <br />Association of Bay Area Governments communication addressed <br />to the Planning Director, in general extending congratulations <br />on Plan being a first rate contribution to open space planning <br />within the region proposed. <br />City Manager announced Planning Director would make a brief introductory presenta- <br />tion of the Proposed Plan outlining its highlights as had been done previously <br />for benefit of Park and Recreation Commission and the Citizens Committee. <br />Planning Director reiterated the reason proposed Plan for Redwood Shores and <br />Winan's Report on park and recreation element had been prepared at request of <br />Council for incorporation into City's General Plan in order to combine all into <br />a single composite report which would meet requirements of Federal -Government for <br />parkland acquisition funds, as well as meet elements of a City Plan. <br />Planning Director reviewed briefly points covered in the Plan as to goals, prin- <br />ciples, criteria, and standards which were used, and pointed out sites from illus- <br />trated slide and reviewed how they were chosen and the three different types of <br />open space recreational areas proposed as an ultimate development. He reviewed <br />study of existing facilities throughout the City reported in the proposed Plan, <br />which had been analyzed as to deficiencies compared with a standard which was <br />considered as an "ideal" against which to compare levels of adequacy. <br />He also reviewed recommendations which had been made a part of the proposed plan, <br />presented more as suggestions for project possibilities in the form of land which <br />might be available for park development in the future. He summarized by again <br />stating total composition of the report had been prepared in the manner to meet <br />Federal requirements for land acquisition funds but which would also meet needs for <br />inclusion into the General Plan as a park and recreation element. <br />Councilman Henderson questioned whether any new report or information not covered <br />by this report might have been indicated from presentation made to the Park and <br />Recreation Commission and the Citizens Committee. Planning Director advised he <br />had made a similar introductory presentation at the meeting of Park & Recreation <br />Commission, and that comments indicated the report didn't go far enought, but that <br />there appeared to be unanimity to the Plan as a whole. <br />Councilman Bury questioned whether specific listing of several of priorities con- <br />cerning recommendations for amendments to the Subdivision Ordinance and the Zoning <br />Ordinance in achieving dedication of lands and restriction of steep slopes for open <br />
