426 <br />own concern and that which had been presented to him by citizens wondering if <br />use would warrant costs of this pedestrian overcrossing, but felt Council should <br />proceed as agreed upon. Councilman Bury felt further discussion as to merits of <br />overcrossing not appropriate at this point since Council had taken definite <br />action to proceed, but reported on investigation he had made of other crossings <br />elsewhere, which proved their worth. Councilman Henderson expressed opinions <br />as to probable continued need of crossing guards in addition to overcrossing, <br />especially in view of swimming pool at Hoover School. <br />Councilman Petersen felt other areas are confronted with the same problem and <br />precedent would be set for additional overpasses. City Manager advised plans <br />had been reviewed and approved by Division of Highways, subject to minor changes, <br />and should be ready to be put out to bid in a week or ten days. <br />Councilman Henderson questioned bid opening procedures for Lexington Avenue Improve- <br />ment District and was advised by City Clerk this was the required procedure <br />under 1911 Assessment Act procedures. City Manager explained the timing for <br />construction of the storm drain improvements in this area, and stated that con- <br />struction period for assessment district project is estimated at 45 days. <br />Mayor Herkner announced he had asked the City Manager to make a report on storm <br />damage during legislative meeting. Councilman Rosselli remarked on tremendous <br />job which had been accomplished by City Staff during the storm but expressed his <br />concern at lack of cooperation by both the County and State in view of their <br />involvement in certain areas, and questioned whether better lines of communica- <br />tion should be discussed. City Manager agreed it would be appropriate to meet <br />with County and State to see what could be done to improve cooperation for <br />future emergencies. <br />Councilman Rosselli also questioned activities of County Civil Defense and help <br />which could be expected from this source. City Manager advised of provisions <br />covered in the mutual aid agreement and of how in this last weekend they had <br />activated two shelter areas in event a mass evacuation became necessary, but <br />assured Council he would review pertinent areas under this particular agreement. <br />(Memo 1/24/67) <br />Councilman Granger felt County should have assisted more in Woodside -Atherton <br />area. City Manager advised of the attempts which had been made concerning <br />proper drainage for this area, with County prepared to participate, but Atherton <br />unwilling to participate. <br />Councilman Rosselli stated there had been some misunderstanding as to agenda item <br />concerning proposed acquisition of two Farm Hill slide area lots and stated he <br />felt it was to discuss willingness of City to accept deeds for two lots involved <br />and what City intended to do to stabilize the area. <br />
