IM <br />Report of Planning Commission read in which it was stated after a public hearing <br />held on April 25th, at which no protests were received, the Commission had voted <br />unanimously to recommend the rezoning requested. Staff reported the area in ques- <br />tion had been in TP Tidal Plain Zone since adoption of the Zoning Ordinance in <br />1964; that in accordance with a tentative map recently submitted for considera- <br />tion, the applicant proposes R-1 single family zoning on 153 lots ranging in <br />size from 6,000 sq. ft. to 7,400 sq. ft. each, and also requesting that four <br />areas along the interior waterway system be considered for R -2-P zoning, the <br />Planned Development procedure for which tentative schemes have been drawn show- <br />ing their intent. <br />It was also stated proposed zoning is in accordance with the proposed subdivision <br />presently under review, and Staff concurred in recommending the rezoning requested. <br />Communication presented prior to public hearing read from: <br />Dr. Paul Young, President of Redwood City Civic Association, <br />protesting the proposed rezoning as not following the <br />development plan and further urging that no zoning be con- <br />sidered using the P -Combining District until the Zoning <br />Ordinance is amended to provide for some control measures not <br />now possible. It was recommended re -zoning requested be denied <br />or deferred until a development plan was approved and Planning <br />Commission completed review of the P -Combining District and <br />Council approved the recommended amendments. <br />Councilman Rosselli suggested Staff respond to allegations made in the letter <br />of protest, as record should indicate action proposed did follow a General Plan. <br />(Memo 5/16/67) <br />Planning Director advised that a General Plan for this development area had been <br />approved by the Council in 1965 which did show single family residential areas <br />with spots of higher density in this general area; that Planning Commission had <br />considered the present application in the light of the existing General Plan <br />now under review, and found it to be in general conformity. <br />He advised the General Plan review consisted now of sharpening up of lines where <br />existing General Plan now difficult to interpret and will be easier to compare <br />on any subsequent applications, but that Planning Commission did consider <br />relationship between this application and the General Plan and found it to be <br />substantially the same. He also stated Planning Commission now reviewing <br />the P -Combining District forpurpose of recommending amendments as requested <br />by the Council but could see no reason to delay action for this particular <br />rezoning. The "P" designation had been added to facilitate townhouse develop- <br />ment because no other zoning district presently provides for this type of <br />development. City Manager stated his concurrence with statements made by Plan- <br />ning Director and expressed opinion he felt adequate controls did exist and a <br />delay on granting requested rezoning would seriously effect the project moving <br />ahead on schedule. <br />Mr. Coleman Johnson, General Manager of Leslie Proper- <br />ties, Inc., stated Tentative Map of this area had been <br />submitted and is still being studied by the Planning <br />Commission. He also stated improvements proposed in this <br />area would not be actually started until in 1968 which <br />WW 15 '67 <br />
