He also advised one of the problems causing flooding on El Camino was <br />due to the barrier which prevented sheeting action on north bound lanes, all of <br />which problems would be corrected by the construction planned for the coming year <br />He report on flooding conditions on El Camino and Woodside areas and on down _ <br />through to 5th Avenue and Broadway resulted from water flowing from unincor- <br />porated areas and Atherton which could be controlled by the Second Avenue drain <br />which had been under discussion by the County but in which Atherton has refused <br />to participate, even though major part of the work proposed is in Atherton. <br />He reviewed the improvements planned for Woodside Road storm drain under the <br />bond issue, which would alleviate some drainage problems. City Manager advised <br />Council bond issue construction is on schedule in all areas; $1.2 million com- <br />plete and $1.6 million out to bid, under construction and on planning boards. <br />He predicted by end of this construction season major problems would be resolved. <br />He advised Council total costs for overtime of City Staff had been $8,056, <br />in addition to police and fire personnel normally on duty. He advised also <br />4000 sandbags using 95 tons of sand had been used. He also advised Council of <br />the problem of communication which had arisen, but on which a plan had already <br />been started for correction, to avoid long delays in getting through for <br />assistance. <br />Mayor Herkner felt opportunity should be taken to notify public that all <br />Departments had accomplished a terrific job during this emergency in a manner <br />which evidenced their willingness to help their fellow citizens. <br />Councilman Rosselli questioned flooding at Fifth Avenue and Broadway and if this <br />area would be involved in the Second Avenue storm drain improvement. City <br />Manager advised this would be part of area which would be involved in the Second <br />Avenue Improvement Drain proposed by County and felt it would again behoove the <br />City to promote this program. (Memo 1/24/67) <br />City Manager reported Mr. Adamson had spent greater portion of weekend surveying <br />portions of City in problem areas to make certain everything covered in his <br />design. Councilman Rosselli also questioned responsibility of contractors as to <br />improvements near Canyon Road, as he felt facilities inadequate and questioned <br />whether any recourse possible. City Manager stated he would check these points. <br />(Memo 1/24/67) <br />1 <br />Councilman Rosselli also questioned whether Civil Defense program was geared to <br />make equipment available, if necessary. City Manager advised equipment from <br />private contractors could be brought in if necessary, at a minimum rate. Coun- <br />cilman Granger questioned whether, if recommendation made by him concerning — <br />storm drain from Spruce Street out to Bay Road had been completed, flooding <br />would have been averted. City Manager advised of proposed plans of construction <br />in this area, which would take care of problems when completed. <br />Councilman Bury recommended review of civil defense program be commenced. <br />
