86 <br />Minutes of Adjourned Regular Meeting <br />Redwood City Council <br />May 24, 1967 7:30 P. M. <br />Community Activities Building <br />Meeting called to order by Mayor Herkner at 7:30 P. M. <br />ON ROLL CALL the following were noted present: Councilmen Floyd D. Granger, Mary W. <br />Henderson, Paul C. Keckley, Mayor Sidney D. Herkner and City Clerk Helen C. Moore. <br />Councilmen Robert H. Bury (entered the meeting at 7:46 P. M.) Herbert G. Petersen <br />(entered the meeting at 7:50 P. M.) John S. Rosselli were noted absent. Also <br />noted present were City Manager Howard C. Ullrich, City Attorney Richard E. Gar - <br />della, Assistant City Manager Henry V. Burget, and Auditor -Accountant Jack Ference. <br />Budget Study commenced with thestudy of the City Manager's Budget. After considera- <br />tion of the requested items, Councilman Henderson moved to delete the $200 requested <br />for Sequoia Club dues. The motion lost for lack of a second. <br />Questions were asked from the audience as to the propriety of charging a portion <br />of the Manager's Budget to General Improvement Districts and various other funds. <br />Councilman Henderson requested information on the percentage of the City Manager's <br />salary allocated to the General Improvement Districts. After discussion of all <br />items brought up, Councilman Petersen moved to accept the City Manager's Budget, <br />seconded by Councilman Granger and carried. (MINUTE ORDER #67-104A) <br />The City Clerk -Treasurer -Collector's Budget was examined, and on motion of Councilman <br />Henderson, seconded by Councilman Granger, and carried, the Budget was approved <br />as presented. (MINUTE ORDER #67-104B) <br />The Auditor -Accountant's Budget was approved after explanations were offered the <br />Council regarding the additional employee needed on the Auditor's Staff for pro- <br />gramming the data processing functions. Councilman Petersen moved to accept the <br />Auditor -Accountant's Budget, seconded by Councilman Keckley. On the question, <br />Councilman Granger asked questions concerning the money saved by turning the tax- <br />ing function over to the County. Motion carried. (MINUTE ORDER #67-104C) <br />The City Attorney's Budget was discussed and accepted on motion of Councilman Keckley, <br />seconded by Councilman Bury and carried. (MINUTE ORDER #67-104D) <br />In considering the Budget requests of the Planning Department, questions were raised <br />as to why no portion of this Budget was charged directly to General Improvement <br />District 1-64. The City Attorney explained that the Planning function at this <br />point is the same for Redwood Shores as for any other area of the City, that the <br />bond money is used for construction purposes and related expenses, but that plan- <br />ning at this stage was not chargeable to the construction funds. <br />After further discussion, Councilman Keckley moved to accept the Planning Department <br />Budget, seconded by Councilman Petersen and carried. (MINUTE ORDER #67-104E) <br />The Central Services Budget increases were explained by the City Manager as resulting <br />from simplification of accounting procedures which would result in considerable saving <br />of time. He stated that departmental requests were reduced by the amount transferred <br />to Central Services, therefore, the net total of the Budget would be the same. <br />Councilman Henderson moved to accept the Central Services Budget, seconded by <br />Councilman Bury and carried.
