City Manager informed the Council that the Chamber of Commerce has requested an <br />increase of $5,000 in their annual allocation from City; that the Centennial <br />�m <br />Committee has requested an increase of $2,500 in their Centennial Committee has <br />requested an increase of $2,500 in their allocation. Since the Manager had <br />recommended neither of these increases in the Budget submitted, both organizations <br />have requested permission to appear before the Council to justify their requests. <br />Councilman Keckley moved that the Council defer consideration of the Community <br />Promotion Budget until the next Budget Study Meeting in order that these organi- <br />zations may be heard, seconded by Councilman Bury. <br />During the discussion that followed, Councilman Bury requested Staff to obtain <br />information from the League of California Cities as to the trend in California <br />relating to financial support by cities of their local Chambers of Commerce. <br />(Memo 5/25/67) There was a brief discussion as to which areas of the City would <br />be included in the Christmas decorations purchased with the proposed $4,000 <br />Christmas decoration fund. City Manager stated that the central downtown core <br />of the City was usually designated to receive these decorations. Councilman Hen- <br />derson asked if the Junior Chamber of Commerce appropriation was related to the <br />Chamber of Commerce, and was assured that the Junior Chamber of Commerce is an <br />entirely separate organization and the appropriation goes directly to them. <br />Motion carried. (MINUTE ORDER #67-105) <br />On motion by Councilman Petersen, seconded by Councilman Keckley, and carried, the <br />Elections Budget was approved. (MINUTE ORDER #67-106A) <br />Councilman Granger moved to accept the Budget for the Retirement Fund, seconded by <br />Councilman Petersen. On the question, Councilman Henderson stated that employees <br />should be made aware of the cost of fringe benefits, resulting from salary <br />increases. Councilman Petersen asked if the increase in the amount of the Retire- <br />ment Fund would result in increased benefits to retired employees. City Auditor <br />explained it would only affect those employees who retired prior to 1961, since <br />the State has made no increase in retired employee benefits since that time. <br />Motion carried. (MINUTE ORDER #67-106B) <br />The next Budget to be considered was for Non -Departmental Expenses, and it was pointed <br />out that insurance is the primary cause of increase in this Budget. <br />Councilman Granger left the meeting at 8:55 P.M. - returned at 9:02 p.m. <br />The Council held a thorough discussion about the various insurance items and agreed <br />that a study is needed to determine if the City is paying too much for liability <br />insurance, workmens' compensation, etc. Discussion was held on the possibility <br />of the City receiving a refund on the compensation insurance as was received last <br />year, and whether the amount anticipated andshown in the Revenue Accounts as part <br />of the anticipated revenue might reasonably be increased. The City Attorney <br />explained that since our insurance is a contract obligation, the full amount of <br />the cost must be budgeted, and any return of premium is simply an estimate. <br />0 R!
