Councilman Granger at this point <br />said he would like to second Councilman Bury's motion. <br />There was further discussion to clarify the intent, after which, Councilman Petersen <br />moved to take an additional $25,000 out of Sales Tax Capital Budget and deposit <br />it in the General Budget, remove the $25,000 of the General Fund money from the <br />Emergency Fund. Councilman Bury discussed thae conservative revenue estimates shown <br />in the Budget and suggested that our actual receipts would be above the estimates <br />and would, therefore, automatically provide a cash reserve from which the Council <br />could make any needed transfers without appropriating reserves in advance which <br />would have to be raised on the Tax Rate. <br />Councilman Petersen's motion was withdrawn after a suggestion that there be two <br />motions, each to deal with the separate facets of the question being discussed. <br />Councilman Bury moved that the proposed $125,000 Reserve be reduced to $50,000., <br />seconded by Councilman Petersen and carried on roll call vote, Councilmen Bury, <br />Granger, Henderson, Petersen, and Mayor Herkner voting yes, Councilman Keckley <br />voting no, Councilman Rosselli noted absent. (MINUTE ORDER #67-107) <br />Councilman Bury moved to replace $25,000 in the Emergency Reserve from the Sales <br />Tax instead of from the General Fund, seconded by Councilman Petersen. Councilman <br />Keckley stated that he preferred to stay with the present allocation of Sales Tax <br />funds. Councilman Petersen stated that this Sales Tax allocation can be justified <br />as being a part of a Capital Improvement. The Council asked for further explana- <br />tions as to the nature and use of the Reserves, and on the advice of the City Managor, <br />the entire Reserve appropriations were recapitulated in the following motion; <br />Councilman Bury moved to approve a General Reserve of $250,000; an Emergency Reserve <br />of $150,000; a Budgeted Reserve of $50,000, of which $25,000 shall be from the Sales <br />Tax Fund, seconded by Councilman Petersen. Councilman Keckley protested that this <br />action would set our Reserves at too low a figure. Mayor Herkner stated that while <br />he would rather be able to reduce the operating expenses of the City sufficiently to <br />offset the increase in costs, it appeared to be impossible to cut this deeply, and he, <br />therefore, saw no choice but to cut the Reserves. Councilman Petersen asked if the <br />City Council could appropriate from Sales Tax to meet an emergency situation if one <br />occurred during the next fiscal year, and was assured by the City Attorney that this <br />could be accomplished by Ordinance. (MINUTE ORDER #67-107) <br />Motion carried on roll call vote, Councilmen Bury, Henderson, Petersen and Mayor <br />Herkner voting yes, Councilman Granger and Keckley voting no and Councilmen Rosselli <br />being noted absent. <br />Councilman Bury moved to adjourn to May 31, 1967, Community Activities Building, 1400 <br />Roosevelt Avenue, 7:30 P.
