91 <br />On the question, the Council discussed whether there had been a prior commitment of <br />$5,000 per year for 3 years, or of $5,000 a year for the first 2 years with the <br />third contribution to be increased according to need. Suggestions were offered <br />as to raising additional funds through the contribution of individuals and further <br />sale of Centennial buttons. <br />Councilman Henderson offered a substitute motion to budget $5,000 now and at the <br />end of the Centennial Celebration include any additional funds necessary in the <br />1968-69 budget. There was no second to this motion. Councilman Bury moved to <br />amend the original motion to authorize an appropriation of $7,500 and encourage <br />I individual contributions to make up the balance of funds needed. There was no <br />second to this motion. <br />As a result of the foregoing substitute motion and amended motion, Councilman Peter- <br />sen called attention to the fact that Council does not operate under any adopted <br />set of rules for parliamentary procedure and recommended that such rules be adopted <br />by the Council. Councilman Hendersm asked if the $8,500 is approved, would Cen- <br />tennial Committee request any additional money from the City. Mr. Schutz replied <br />they would not, and that any money remaining at the close of the Centennial Celebra- <br />tion would be returned to City. <br />Councilman Henderson moved that the motion be amended to state the $8,500 would <br />be a final contribution from the City of Redwood City. Motion lost for lack of a <br />second. The original motion to increase the appropriation to $8,500, carried on <br />roll call vote, Councilman Henderson voting no. (MINUTE ORDER #67-108) <br />Mr. Carl Ondry, President of the Chamber of Commerce, appeared <br />to explain Chamber's request for an increase of $5,000 in their <br />annual appropriation, bringing it up to $15,000. <br />Mr. Fred Walker, Mr. Winfield Whitney and Mr. Edward Carlisle <br />addressed the Council on this subject, explaining the needs of <br />the Chamber and how the additional funds would be used in pro- <br />moting the commercial and industrial community. <br />Councilman Keckley moved that appropriation in the 1967-68 budget for the Chamber <br />be increased from $10,000 to $15,000, seconded by Councilman Bury. The motion <br />carried on roll call vote, Councilmen Petersen and Rosselli voting no. <br />(MINUTE ORDER #67-109) <br />Mr. Henry Gall, from the Woodside Plaza Shopping Center spoke <br />on the question of the proposed appropriation of $4,000 for <br />Christmas decorations. He requested City take responsibility <br />of decorating for Christmas and include not only the downtown <br />area, but also Marsh Manor, Woodside Plaza and Roosevelt Shop- <br />ping Center. <br />Mayor Herkner stated in his opinion, the $4,000 proposed in the budget should be <br />divided equally throughout the business areas of the whole city. The amount con- <br />tributed directly by merchants toward the cost of Christmas decorations was dis— <br />cussed. City Manager explained that additional costs to the City for labor and <br />materials last year, which amount did not appear in the budget as a separate item. <br />City Manager stated further that the downtown core was the area under consideration <br />for Christmas lighting.
