92 <br />mean El Camino Real, the side streets around the Broadway center, and each of the <br />outlying shopping centers would have to be considered. City Manager stated that <br />he had recommended the $4,000 be given to the Chamber of Commerce for Christmas <br />I decorations and administered by the Chamber of Commerce. <br />There was discussion about the need of electrical connections for the lights, in <br />connection with which City Manager stated that estimate had been obtained of the <br />cost of modifying our electrolier system to provide outlets, and cost would be <br />approximately $10,000. <br />Mr. Gall requested that the outlying commercial areas not be <br />excluded from the Christmas decorations funds, and that $6,100 <br />is needed to do the total job. <br />Councilman Petersen moved to accept the remainder of the Community Promotion Budget <br />as recommended by City Manager, seconded by Councilman Keckley. <br />Councilman Henderson asked if there were any way cost of labor donated by the City <br />could be shown in the Budget. City Attorney advised that any conditions should <br />be placed in the contract, not in the budget. <br />Councilman Keckley requested that there be some indication in the budget that the <br />City is donating labor up to approximately $2,100. City Manager stated the budget <br />could indicate the $4,000 contribution would be exclusive of the labor necessary <br />to install and remove the Christmas lights. <br />Councilman Henderson moved to amend the motion, reducing the appropriation for <br />fire works to $2,000. Motion lost for lack of second. Motion to accept the <br />balance of the Community Promotion Budget carried on roll call vote, Councilman <br />Granger and Henderson voting no. (MINUTE ORDER #67-110A) <br />There was a five minute recess, after which budget study continued. <br />Councilman Rosselli requested that Council consider an item on page 113 of the budget <br />entitled Special Assessment District Revolving Fund, in the amount of $122,000. <br />He asked if this sum were necessary, in view of the fact that there are only 2 <br />small assessment districts presently being planned with a possible third one to <br />come up during the next fiscal year. City Manager agreed that the Revolving Fund <br />could operate on the total of $75,000 this year. <br />Councilman Rosselli moved to reduce the Special Assessment District Revolving <br />Fund to $75,000, seconded by Councilman Keckley and carried. (MINUTE ORDER #67-110B) <br />Mayor Herkner requested the Council grant him permission to leave the State to attend <br />the National Convention of Mayors in Hawaii in June, 1967. Councilman Petersen <br />moved to approve the Mayor's request, his expenses to be based on the recently <br />adopted guidelines, seconded by Councilman Keckley. It was stated that the expenses <br />will be charged to the existing non -departmental budget; motion carried. <br />(MINUTE ORDER #67-111) <br />There was a discussion as to how the Council could finish the budget studies within the <br />alloted time and it was the consensus that the next budget study meeting should <br />have no other matters to be considered. <br />The City Manager brought up the subject of the undergrounding of utilities on Woodside <br />Road and reported on his concersations with PGE in this connection.
