94 <br />believed this appropriation had been made for several reasons, first reason being <br />to relieve the City's rather tight budget for the coming year, and secondly, being <br />offered in return for the services being rendered to the Port. City Attorney also <br />as Attorney for the Port Commission, stated appropriation being made by an ordinance <br />procedure which would be finally adopted before the public hearing set for the <br />1967-68 Budget so will be available in this budget. <br />Councilman Granger moved that this generous appropriation from the Board of Port <br />Commissioners be acknowledged appropriately, seconded by Councilman Petersen and <br />carried. (MINUTE ORDER #67-112) <br />Mayor Herkner, on behalf of Council, presented the various social and service clubs, <br />art groups, professional flower shops, professional flower growers, and Staff, with <br />Certificates of Merit for their participation in making the 8th Annual Flower and <br />Art Show the successful and outstanding annual event that it had proved to be <br />again this year. <br />PUBLIC HEARING on the Notice to Abate Dilapidated Building at 833 Arguello Street <br />declared open and affidavit of posting ordered filed. <br />Chief Building Official, Charles Gyselbrecht, submitted for the record complete <br />documentation of the records constituting his testimony which had been compiled <br />as the basis for his recommendation that this hazardous building be demolished <br />and the property cleared of all debris. He read his entire report which reviewed <br />the meeting attended by City Housing Staff, which had been held with the property <br />owner, Mr. Yean T. Chin, informing him of the building deficiencies, and which <br />had concluded with Staff understanding at that time that full cooperation of the <br />owner had been received. He reported of a subsequent inspection made a month <br />later attended by County Housing Sanitarian and City Housing Staff which had re- <br />vealed the budding was being occupied in uninhabitable manner without electrical <br />or gas utilities, which subsequently led to posting of the building by the County <br />Staff as being unfit for human habitation. <br />Full description of deficiencies which were observed according to the State of <br />California Rules and Regulations for Apartment Houses, Hotels and Dwellings, to- <br />gether with photographs being also submitted showing such deficiencies was sub- <br />mitted. Chief Building Official also stated the building is classified as a noncon- <br />forming structure located in the #1 Fire Zone which according to City's Building <br />Code would prohibit reconstruction or rehabilitation of the building. <br />Estimated cost for demolition of the structure and adjacent accessory building <br />was stated to be approximately $1,100.00. He reviewed the correspondence which <br />had been included in his documentation, including correspondence with property <br />owners, affidavits indicating legal notices had been mailed, and affidavits of <br />posting filed. <br />Councilman Rosselli further questioned ownership of property involved in this pro - <br />ceding.
