(MINUTE ORDER #67-113) <br />Councilman Henderson moved to adopt RESOLUTION NO. 5374 APPROVING PLANS AND SPECIFI- <br />CATIONS FOR CONSTRUCTION OF WOODSIDE ROAD -HUDSON STREET SIGNALS AND CHANNELIZATION; <br />AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR; AND, APPROVING AND AUTHORIZING <br />EXECUTION OF AGREEMENT WITH STATE OF CALIFORNIA, DEPARTMENT OF PUBLIC WORKS, <br />DIVISION OF HIGHWAYS, RELATING TO SAID IMPROVEMENTS, seconded by Councilman Bury. <br />Councilman Granger questioned financing proposed for this construction. City <br />Manager advised funding had been provided for in 1967-68 Budget now under considera- <br />tion. He also stated State had indicated in their participating agreement that <br />they would now contribute $4,750.00 toward this interim signalization plan, <br />whereas previously they had indicated they would not contribute to the cost. <br />City Manager also reviewed how interim construction would use component parts of <br />other discontinued signals and would be connected to an optimum conduit which <br />could be utilized to a great degree when final signalization constructed when <br />Woodside Road widened. Councilman Henderson asked that a review be made by Staff <br />of channelization and signalization proposal at this site, which was made by the <br />Police Chief from an illustrated chart. <br />Councilman Henderson also asked whether parking ban still proposed as shown on <br />the chart, and was advised by Police Chief of parking prohibitions proposed and <br />also that merchants affected had been consulted and were in accord to the proposed <br />plan. Motion carried on roll call vote. <br />Application of Royer Realty on behalf of Mr. & Mrs. Harold Hinch for sewer connection <br />at 124 Alameda presented for consideration. <br />Staff report stated an abatement notice from the Department of Public Health had <br />been received by the applicants and, therefore, requested a sewer connection as <br />soon as possible. City Manager advised notice to abate given by Department of <br />Public Health was for a fifteen day period only, hence urgency that this applica- <br />tion be given immediate consideration. He also advised he had discussed with <br />Mr. Royer, representing the applicants, the problems which had been found after <br />a research in the field by City Staff, as it had not been known earlier that the <br />only sewer line to which this parcel could connect was apparently a private sewer <br />line not maintained by the City. <br />He stated the question is whether Council could permit a connection into this <br />sewer line as by so doing would assume some responsibility for maintenance in the <br />event a stoppage occurred. City Manager stated he had also discussed with Mr. <br />Royer the possibility of meeting with this property owner and several other adja- <br />cent property owners to see if it would be possible for them to construct a sewer <br />line on the Alameda to tie into the big Edgewood sewer line, construction to be <br />funded by property owners involved.
