He stated in discussing this proposal with <br />the County Health Department they had indicated their receptiveness to withholding <br />abatement proceedings until long range plans were authorized by the Council. <br />Mr. Wm. Royer, representing the Hinch family, advised they <br />would be willing to go along with any long range plan for <br />entire area, and were not opposed to annexation to the City, <br />as application for sewer connection prepared on the basis of <br />the present ordinance which would permit such connection under <br />certain conditions, but urged a solution be made as soon as <br />possible because of the health hazards involved. <br />Councilman Rosselli asked how help could be given immediately inasmuch as property <br />not within the City, even if Council did approve suggestion made for the long <br />range plan for the area. City Manager again stated the circumstances of the pri- <br />vate sewer line to which it was possible to make a connection to this property, <br />but that City Attorney would have to explain liabilities which might be involved. <br />He stated if Council did approve an immediate permit, he would suggest the usual <br />refundable $500 deposit if annexed within 2 years, the $550 connection fee, plus <br />basic fee of $75, and the usual outside rates. <br />Councilman Rosselli asked if it would be possible to use a temporary septic <br />tank because of costs involved for immediate connection and in view of a longer <br />range plan proposal, and was advised this was not feasible, City Manager advised <br />costs of the line estimated at $3,000 which if split amongst the four property <br />owners involved would be less in cost than for any other possible solution, and <br />would provide a permanent solution and benefit the City as well,' <br />Mr. Royer stated the Hinchs' had also planned on making an <br />addition to their residence which was not possible with the <br />present septic tank problems. <br />Councilman Henderson questioned whether applicants were living on the premises <br />and how long. <br />Mr. Royer advised they had purchased this property about two <br />months ago, although long time residents of the City, and <br />problem was not apparent when purchased. <br />Councilman Henderson questioned further details on the private sewer line men- <br />tioned and was advised it ran into Acacia and terminated, had apparently been <br />put in by some developer but no records available of its having been installed, <br />but did tie into City line and those using same did pay outside rates. <br />Further discussion was held on connections and plan proposed. Councilman Granger <br />indicated his favoring plan proposed by City Manager and that he be authorized to <br />prepare plans for Council's adoption. <br />Paul Tessenforff protested property owners outside City <br />being allowed to use City services, <br />Councilman Keckley indicated he favored action which would relieve a nuisance to <br />Redwood City even though outside City limits, and moved to grant connection re- <br />quested and City Manager be immediately authorized to continue studies in order to <br />bring in other property owners involved for the proposal recommended.
