City Manager advised City Attorney's <br />report was a part of the record, together with report and recommendation by <br />Jenks & Adamson which had concurred with the Staff report. Motion carried on <br />roll call vote. <br />Procedures for authorizing catering services on City property. <br />Staff reported City has received a request for permission to provide catering <br />services at Hawes Park during softball games, that in the past caterers had <br />been allowed within the park after leasing a small portion of the park area and <br />it was believed that established a permit system would be less cumbersome than <br />a lease -bid procedure and would also cover a general application for other <br />activities in other City areas. <br />Recreation Director stated this procedure was recommended by the Park and <br />Recreation Commission. Councilman Petersen questioned whether this procedure <br />would be similar to granting a franchise to a caterer if a permit is granted. <br />City Attorney advised actions proposed would establish a procedure for each <br />permit to be authorized by the City Manager for a specific period of time, place <br />and area, rather than through a leasing procedure for small plots of land. <br />Councilman Rosselli asked whether this would be an exclusive permit and was <br />advised it would depend upon whether other applications applied for and granted. <br />Councilman Bury advised he had been questioned by a citizens interested in this <br />matter and would hesitate to approve action without more detailed report and <br />would suggest a continuance in order those interested might also be heard or be <br />made aware of procedures proposed. <br />After further explanation of procedures relating to concession permits an <br />Ordinance was introduced on motion by Councilman Rosselli, seconded by Councilman <br />Granger. <br />On question, Councilman Keckley, because of the questions which had arisen on this <br />matter, recommended that a copy of the Ordinance should be submitted to each <br />Council member for further review before action is taken. Councilman Petersen <br />questioned whether there would be any hardship resulting if this matter should <br />be continued. Councilman Rosselli stated he had no objection to withdrawing his <br />motion but felt procedures recommended would present a solution to lease bidding <br />procedure problems. Motion withdrawn by maker and second. Councilman Henderson <br />requested that a copy of proposed Resolution and Ordinance be submitted to Coun- <br />cil with resume by Staff and action be delayed for one week, seconded by Councilman <br />Bury and carried.
