previous action by Council or in any proposed action in which Councilman 103 <br />Rosselli would participate. <br />Councilman Keckley moved to accept the recommendation of the City Manager in <br />regard to the joint recommendations of the City, County Staff, and Division of <br />Highways and set aside the undergrounding for future study, seconded by Council- <br />man Henderson. <br />Councilman Granger questioned recourse to business operators on Woodside Road who <br />had requested consideration of a left turn at Belmont Avenue. City Attorney <br />advised State Highway Department held final decision and any complaints should <br />be presented to that body, or County Board of Supervisors. Councilman Rosselli <br />stated County Board of Supervisors had taken action to reverse their earlier <br />position on this point favoring left turn at Belmont. Councilman Petersen <br />stated that while this portion of Woodside Road is outside the City limits, it <br />would not hurt the City to indicate we would not object to their reconsidering <br />the matter. <br />Councilman Petersen moved to amend the motion to inform the Board of Supervisors <br />indicating that the City of Redwood City would not be adverse to their reopening <br />their consideration of the median barrier or any other aspect of the Woodside <br />Road Improvement coming under their jurisdiction, seconded by Councilman Granger. <br />The extensive hearings held by the City for discussion of the whole project, <br />were reviewed by Councilmen Bury and Keckley. <br />Dennis Garrity, of American Savings, 1616 Woodside Rd., <br />presented copy of a petition which had been presented <br />to the County Board of Supervisors containing some 20 <br />signatures of business operators requesting shearing <br />before final action taken on Woodside planning because <br />of Board of Supervisors having reserved its position <br />on recommending a left turn into Belmont Avenue from <br />Woodside Road and spoke further on the need of this <br />left turn lane for the benefit of businesses located <br />in this area. <br />Mr. Palladino, owner of Palladino Market at San Carlos <br />Ave., spoke on other detriments to his business at this <br />location and announced lack of a left turn lane at Bel- <br />mont would force him to consider selling because of loss <br />of business. <br />Mr. Joe Allen, of Plaza Realty Co., concurred with state- <br />ments made by others protesting lack of left turn at Belmont <br />and protesting any median barrier on Woodside at all. He <br />urged further study be made in order to avoid problem which <br />had resulted at 5 points. <br />Mr. MacKinnis, operator of liquor store at Belmont & Woodside <br />Road, questioned lack of consideration for a left turn at <br />Belmont in view of other left turn channels proposed in area <br />where fewer businesses are located than along this area, and <br />urged Council to approve Councilman Petersen's motion to <br />allow reconsideration of this point. <br />After questioning by Council on points raised, City Manager advised it was <br />agreed by State, County and City Staff that 16' median barrier must be retained <br />to protect left turn movements planned along Woodside Road, but it had been <br />Staff's recommendation that no opening be made at Belmont because of State <br />recommendation against this plan. <br />Councilman Rosselli, as a taxpayer and pioneer on Woodside Road, stated it was <br />his opinion the City had contributed to present dilemma of Woodside Road by <br />X03 <br />'"s'61 <br />
