104 <br />improper planning and believed basically that Board of Supervisors would be <br />inclined to reconsider their position on this point if City Council would go <br />along with proposed action suggesting such reconsideration, and indicated it <br />should be obligation of Council to retain the 19 businesses involved at this <br />intersection by opening of median barrier. — <br />He also suggested possibility if this was done, and it was found necessary to <br />close the barrier at some future date, it would be far easier than to try to <br />re -open it as now being done at E1 Camino and Oak Avenue. <br />Councilman Henderson questioned whether action proposed by Council would incur <br />further delays for commencement of this improvement to Woodside Road. City <br />Manager advised State's position had been stated that they would not proceed <br />with further design for Woodside Road until all points resolved. He reported <br />this statement had been made by Mr. Jess Black of the State Highway Department <br />who had since retired, but that there had been no indication of any change of <br />State's stand. <br />Councilman Keckley opposed giving the impression that the City has changed <br />its thinking on this matter, and moved to amend the amendment by adding 4this <br />recommendation shall not be construed as indicating any change in Redwood <br />City's previous position", seconded by Councilman Henderson and carried on <br />roll call vote, Councilmen Bury, Henderson,Keckley, Petersen, & Mayor Herkner <br />voting yes, Councilmen Granger and Rosselli voting no. <br />The amendment now amended carried on roll call vote, Councilmen Bury, Granger, <br />Petersen, and Rosselli voting yes, Councilmen Henderson, Keckley & Mayor Herkner <br />voting no. <br />The main motion which had been amended to state: "To accept the recommendation <br />of the City Manager in regard to the joint recommendations of the City, County <br />Staff, and Division of Highways and set aside the undergrounding for future <br />study; to inform the Board of Supervisors indicating that the City of Redwood <br />City would not be adverse to their reopening their consideration of the median <br />barrier or any other aspect of the Woodside Road Improvement coming under their <br />jurisdiction; and adding "this recommendation shall not be construed as indica- <br />ting any change in Redwood City's previous position", carried unanimously on <br />roll call vote. <br />Councilman Keckley moved to adopt ORDINANCE NO. 1314 REPEALING CHAPTER 15 OF THE <br />CODE OF THE CITY OF REDWOOD CITY, RELATING TO THE ADOPTION OF A GAS CODE, <br />seconded by Councilman Bury and carried on roll call vote. <br />Councilman Bury moved to adopt ORDINANCE NO. 1315 REPEALING ARTICLE IV (COMMENC- <br />ING AT SECTION 34.20) OF THE CODE OF THE CITY OF REDWOOD CITY RELATING TO TRAILER <br />PARKS, seconded by Councilman Keckley and carried on roll call vote. _ <br />Councilman Rosselli moved to adopt RESOLUTION NO. 5378 TRANSFERRING INDICATED AMOUNPS <br />FROM DESIGNATED APPROPRIATIONS TO VARIOUS DESIGNATED APPROPRIATIONS FOR PAYMENT <br />OF SALARIES, PURCHASE OF MATERIALS, SUPPLIES AND SERVICES, AND FURNITURES, FIX- <br />TURES AND EQUIPMENT, seconded by Councilman Henderson. <br />
