<br />119 <br />It was stated dumping would consist of debris and refuse not including garbage, <br />delivered at site by pickup trucks, automobiles, station wagons and/or small <br />uitlity trailers towed by such vehicles, and with the hope such a permit would <br />be a-llowed for three days per week. He stated he would recommend such a revocable <br />permit be allowed for a period of only 12 months as opening of Marine World set <br />around that time, but felt City could extend a helping hand to this extent in order <br />Belmont and San Carlos could seek a permanent solution during this period. <br />City Manager was asked whether this matter had been referred to Staff for a review <br />and recommendation, and advised Council that Staff was aware of the request and <br />was reviewing matter, although the request was addressed to the Mayor directly. <br />After a prolonged discussion by Council members expressing their views concerning <br />the request being made, Councilman Petersen moved this matter be referred to Staff <br />for a report and recommendation, seconded by Councilman Rosselli. On the question, <br />Council requested Staff investigation cover length of time for permit, size of <br />loads to be permitted, possible sites for future use, etc... Motion carried on <br />roll call vote. (MINUTE ORDER #67-126) <br />Mayor Herkner referred to the 1967-68 Budget appropriation for a Councilman to attend <br />the Congress of Cities, sponsored by the National League of Cities, to be held in <br />Boston beginning July 29th. He stated it had been the general practice for a <br />Mayor to attend this conference, but inasmuch as he was attending the Conference <br />of Mayors this month in Honolulu, he felt it preferable to suggest that the Vice - <br />Mayor be permitted to attend, as he was already a, member of an important Committee <br />in this group. Councilman Henderson moved that Vice -Mayor Bury be authorized to <br />attend this National Congress of Cities, seconded by Councilman Keckley. <br />Discussion was held concerning decisions which had been made concerning Council's <br />Budget for coming fiscal year curtailing attendance of Council members to one <br />Council member only at national meetings, and feeling this should be again <br />reviewed for more liberal allowance to permit more than one Council member's <br />attendance, particularly this Congress of Cities. <br />It was suggested that Councilman Granger be also authorized to attend this con- <br />ference. Councilman Rosselli moved to amend motion to authorize attendance of two <br />Councilmen at this Congress of Cities and Budget be amended accordingly, seconded <br />by Councilman Petersen, and carried on roll call vote, Councilman Henderson voting <br />no. (MINUTE ORDER #127A) <br />Original motion as amended, to authorize Vice -Mayor Bury to attend this Congress <br />of Cities and to allow one additional Council member to attend also, carried on <br />roll call vote, Councilman Granger abstaining and Councilman Henderson voting no. <br />(MINUTE ORDER #67-127-B) <br />Councilman Rosselli moved that Councilman Granger be the additional Councilman <br />authorized to attend this Congress of Cities, seconded by Councilman Petersen, <br />is 12 -6T <br />
