120 <br />after Councilman Granger stated he would be willing to attend the conference if so <br />directed by Council and motion carried. (MINUTE ORDER #67-127C) <br />ACCOUNTS PAYABLE, Nos. 61421 through 61678 inclusive, totalling $596,777.56, approved <br />on motion of Councilman Keckley, seconded by Councilman Rosselli and carried. <br />COMMUNICATIONS: <br />Resolution regarding policy statement concerning Regional <br />Government adopted by the Newark City Council, with copy <br />attached, for Council's support, if possible. (copy pre- <br />viously submitted to Council) <br />Resolution adopted by the Council of City of Torrance sup- <br />porting Assembly Bill 1705 relating to establishment of <br />minimum salaries for Councilmen in both Charter and General <br />law cities, with copy attached, and urging Council to simi- <br />larly support the same. (copy previously submitted to Council) <br />Mayor Herkner asked that these two communications be referred to the Legislative <br />Committee for a review. (Memo 6/13/67) <br />Mayor Herkner referred to report which had been requested by him of the Chief Build- <br />ing Official concerning the status of Mr. McLaughlin's "Halfway House" copies of <br />which had been submitted to the Council, and which he felt should be discussed by <br />the Council. Motion was made by Councilman Rosselli protesting discussion of <br />the matter at this time, and that it be made an Agenda item for Council's next <br />meeting, seconded by Councilman Keckley. Mayor Herkner opposed a week's delay for <br />discussion of this report and referral to press to refute the recent publicity which <br />had intimated City responsible for this unfortunate dilemma. <br />After further discussion on merits of a timely release of information available <br />to press indicating City's position, Councilman Keckley withdrew his second of <br />the motion to continue this matter. Councilman Rosselli, maker of motion to con- <br />tinue, again expressed his opposition to this matter being discussed at this time. <br />Mayor Herkner explained circumstances of report having been made at his request <br />because of a request made by a local committee that Council permit Mr. McLaughlin <br />to relocate his "Halfway House" to another location in the City. <br />Several such sites had been suggested which the Staff had been asked to investi- <br />gate for approval according to standards which would be required for this type of <br />operation. After further discussion whether this matter should be discussed at this <br />time and report made available to counteract publicity implying City responsible, <br />Councilman Rosselli consented to withdraw his motion to continue the item, and <br />suggested that report submitted by the Chief Building Official be read. Chief <br />Building Official read, in full, his report to Council prepared as a result of the <br />criticism directed to the City as being responsible for the forced abandonment <br />of this operation by Mr. McLaughlin. Report stated Chief Building Official, as <br />far as he knew, had at no time taken any action to remove Mr. McLaughlin from this <br />building as vacation of the building was being enforced by the private owners in <br />order that site might be developed for new law offices. He further reported Mr. <br />McLaughlin's present building occupancy for use now so widely publicized in sheltering <br />.Gld 12 '67 <br />
